'Dade Tax Roll Will Pass Half Billion Mark' ---Holland
The job of revising Florida's tax structure under the new 1941 laws is making real progress and Governor Spessard L. Holland has stated that with the unprecedented co-operation of taxpayers and taxing officials the job is being done so well that there is "no wonder the millages are coming down." "The first stage of the job is almost accomplished," he said, "preliminary reports from assessors showing that in one county alone, Dade, the tax roll will pass the half-billion mark—totaling more than the entire assessed valuation of the State of Florida last year. Several others will run from $100,000,000 to $200,000,000 and... in Dade County there will be more personal property on the roll this year than 77 counties reported last year, a total of $71,000,000 being assessed, up from $10,000,000 last year. Palm Beach County is jumping personally from $7,000,000 to $10,000,000 and in Osceola, the famous cow county, newspaper reports quote the assessor as telling a public meeting, 'I am going to assess all the cows in Osceola and value them at 100 per cent,' and the Fort Myers News-Press quotes the Lee assessor: 'The returns being made show up more cattle than I ever dreamed were owned; and poultry, too.' "All the reports aren't complete or from the big counties, either," the Governor told his audience. "In Nassau, a fine assessor is increasing the real estate roll from $2,500,000 to $12,000,000, and personalty from $200,000 to $3,500,000. Up in Little Gulf, where I spoke to the annual picnic honor tourists Saturday, they are increasing the roll from less than a million to more than $3,000,000, and school officials and county commissioners have reduced their budgets so that millage will fall faster than assessments are raised." Millage Question "And this millage question is being well handled, taxpayers ages are going down rapidly as the assessment rises. Budget boards have sent back increased school budgets in Polk and Escambia Counties—marking the second phase of the job being done so well. And if the people, through their budget boards and their appeals, don't insure proper millage reductions, State Superintendent Colin English told a delegation from Duval County just Saturday that he'd see that the job was finished properly when the budgets reached him for approval. Jim Lee, the comptroller, sitting in the same session, told the delegation that general county budgets showing increases would meet the same fate at his hands. We're actually doing this job," the Governor reiterated. And by we I mean the people of Florida. Why, it's amazing the way the taxpayers are responding. In one county famed throughout Florida as Little Monroe, where a tax return had hardly been heard of by the average property owner, more than 3,040 have filed and the assessor reports another 1,000 are preparing returns. "Literally millions of dollars of new values are being placed on the rolls. Items like the apartment house in one county assessed last year for $8,000. The owner lived in one apartment and got $5,000 exemption. This year it goes on at $40,000 and the owner pays operating taxes this year on $35,000, against $3,000 last year. Thousands of such injustices are being corrected. One county alone estimates more than 1,500 similar items, not to mention four or five thousand bonafide homes which will go above the exemption value for the first time. There are business blocks in which the owner lived in a back room and secured full exemption under the old system that permitted $20,000 to $25,000 structures to escape under the homestead exemption. "In Pinellas and other counties, the assessors have found that thousands were escaping personal property assessment under the $500 household goods exemption, which under the system being replaced by these new laws, covers from $2,000 to as much as $5,000 worth of personal property in some counties. The Pinellas assessor advises his personal property roll will jump from less than $2,000,000 to $15,000,000 to $18,000,000. Similar reports are coming from assessors all over the state and I am here to tell you that these loyal public servants are going ahead and doing the job some folks said couldn't be done. No wonder the millages are coming down. School Millage Drops "Palm Beach county's school board advises the school millage there will drop from 20 mills to 5 at most and possibly as low as 4—and this in spite of increased enrolment. School Superintendent English reports school boards from all parts of the state are reporting reduced millages in full compliance with the spirit and the letter of the law." The Governor traced the history of the new laws—pointing out they came as a mandate from the people. "I advocated this type of tax revision, leading to tax justice for all, from every platform during the gubernatorial campaign," he said, "and a courageous legislature listened to the plea of our taxpayers to revise the old system under which thousands paid double to make up for $100,000,000 cancelled from the books by adjustments and compromises over a decade." He pointed to stringent provisions that will bring surer collection of taxes after they are levied—provision for good tax titles and publication of names of those who become delinquent. He reiterated that those who have been paying their full share of the tax load have nothing to fear. "The only way to reduce the tax burden for those who loyally pay every year is to bring to the tax roll properties that have been escaping, and that's all these new laws do—plus making collection sure and thus stopping the practice of forgetting millions in delinquent taxes and pyramiding the loss next year against those who have already paid." Discussing the Legislature's courage, the Governor pointed out that the 1941 Legislature had not veered towards the easy thing to do nor dodged the jobs, "they not only tackled such problems as the gas tax allocation, property tax revision, salary buying menace, long considered impossible," he said, "but they solved these problems and then went on to put the state fiscally on an even keel by using the Murphy Act receipts—in the face of powerful pressure groups—to pay the state's bills.
State to Have Elaborate Float
Florida will have an elaborate float in the internationally famous Miss America Pageant to be held at Atlantic City the week of September 1 to 7, according to an announcement by Earl W. Brown, vice-president and manager of Florida National Exhibits, who has just completed arrangements with Miss Lenore Slaughter, assistant director of the pageant. "Miss Florida of 1941," blond, petite Mitzi Strother of Miami Beach, will reign over the Florida float, with a court of beauties from various sections of Florida. The float will symbolize Florida's resort attractions and her agricultural products in a striking manner and will carry of the Florida State Exhibit message: "See You in Florida Next Winter." Miami, as usual, will have a decorative float featuring the Magic City, as represented by "Miss Miami," beautiful Louise Baker. This will be the first time that Florida has participated in the pageant as a state. It is expected that the float of the Sunshine State will be one of the most beautiful in the parade, as the Florida National Exhibits staff, which has it under construction, has a reputation for building prize-winning floats. The Florida float, which heralded the state's exhibit at the New York World's Fair, captured first prize in the Parade Pageant held in New York City. The spectacular American Beauty parade, which takes place on the Atlantic City Boardwalk on September 2, will have in it over 100 gaily-decorated floats and 18 bands, a colorful sight against the backdrop of the blue Atlantic. "Miss Florida" and "Miss Miami" are among the winners selected from some 18,000 preliminary contestants in 48 states to vie for the crown of "Miss America."
RARE BIRD
Among the rare birds showing in the bird spectarama in Florida's exhibit at Atlantic City is the Roseate Spoonbill, often called "Pink Curlew" in Florida. This beautiful water bird has been destroyed in large numbers by plume hunters until there are only a thousand left in Florida. The birds nest in cypress or mangrove trees. The general plumage is pink deepening to carmine and they have a curious spoon-shaped bill which they use for getting food under water.
Veterans Pick Florida for Next Meeting
---The National Association of Rainbow Division veterans will hold their 24th annual reunion in Orlando, Florida, in 1942, it was decided at the convention meeting in Atlantic City this week. The Florida delegation headed by Barney Sullivan of Orlando, aided by the staff of the Florida State Exhibit now located in Atlantic City, succeeded in obtaining the vote of the veterans to visit Orlando July 18, 14 and 15, 1942. Upward of 1,000 veterans of the famous 42nd or Rainbow Division of the AEF and their ladies' auxiliaries are expected to attend the convention in Florida. Miss Betty Green, daughter of Mrs. Julia Green, who graduated in June from Duke University, and who has just completed a six weeks' counselorship at Crab Tree Scout Camp for Girls near Durham, is visiting this week in Highpoint, N. C., will go on to Washington, D. C., for a visit with friends.

Mrs. Julia Green of 4405 Southwest 15th Street, Coral Gables, will leave this week end for Atlanta and a visit of two weeks.

Churches of Christ, Scientist "SPIRIT" is the subject of the Lesson-Sermon which will be read in Churches of Christ, Scientist, throughout the world on Sunday, August 10. The Golden Text is: "The fruit of the Spirit is in all goodness and righteousness and truth" (Ephesians 5:9). Among the citations which comprise the Lesson-Sermon is the following from the Bible: "Who hath directed the Spirit of the Lord, or being his counsellor hath taught him? All nations before Him are as nothing; and they are counted to Him less than nothing, and vanity. To whom then will ye liken God? or what likeness will ye compare unto him?" (Isa. 40:13, 17, 18). The Lesson-Sermon also includes the following passage from the Christian Science textbook, "Science and Health with Key to the Scriptures" by Mary Baker Eddy: "God is individual, incorporeal. He is all-inclusive, and is reflected by all that is real and eternal and by nothing else. He fills all space, and it is impossible to conceive of such omnipresence and individuality except as infinite Spirit or Mind. Hence all is Spirit and spiritual" (p. 331:18, 20-25).
PI BETA PHI PLAN ANNUAL DANCE
Plans for the annual Pi Beta Phi benefit dance were made Wednesday at the luncheon meeting of the alumnae group which met at the home of Mrs. David Dyer in Sunset Road. The party will be held August 30 at the Country Club of Coral Gables and will benefit the fraternity's settlement house project at Gatlinburg, Tenn. Co-hostesses at Wednesday's meeting were Mrs. Homer Reese and Mrs. J. Harlan P. Lloyd. Mrs. J. O. Phillips was appointed general chairman of the dance committee and will be assisted by Mrs. Thurna Whiteside and Miss Winifred Ewart.
