George Shaw Combines the Duties Of City Clerk and Finance Director

This is the third of a series by The Coral Gables News Bureau. George N. Shaw holds three titles in the official family of Coral Gables. Shaw is director of finance, tax collector and city clerk. GEORGE N. SHAW George is a prematurely whiteheaded fellow, has been with the city since July, 1929, when he left the finance department of the City of Miami. A great fisherman in his idle hours, Shaw is kidded about being the city's "watchdog of the treasury." For it is his department's duty to handle directly or receive reports of audits and accounts for all receipts from departments of the city. That is no small job. Departments such as fire and police, transportation, golf course, Venetian Pool and Salvadore Park make their own collections but remit those collections to the finance for final receipting and accounting, either daily or weekly. The department handles all disbursements of city funds. Last year it receipted 28,921 items, amounting to $693,112.84. The most active day in its history was December 16, 1940, when 2,130 receipts were issued. Last year it issued 10,613 checks totaling $693,925.68. Once each year Shaw's office undertakes its biggest job, that of the tax rolls, involving more than 27,000 parcels of property, and the preparation of tax notices; the handling of more than 12,500 individual collections and receipting upon this roll, and at the close of the year the preparation and recording of the annual tax sale. Tax collection is endless, for there always are delinquent as well as current taxes. Collects License Fees The finance director also collects and issues approximately 900 business and occupational licenses and many miscellaneous items of various kinds. Each city employee is dependent upon the finance department for his weekly or semi-monthly pay check. All operating bills of the city are paid by the department, and all audits are made. Salaries and expenses are classified. and checks of each department is kept, currently. At a glance, the balance remaining in the budget for a particular department of the city can be determined. Although the activities of the finance department have grown tremendously in the last few years, additional work has been absorbed by improvement of systems, rather than expense of force. In 1929, during the depths of the depression, there were nine employees, and now there are ten full-time employees and one part-time employee. Our finance officer always has been interested in accounting. While other persons shy away from balancing a personal bank account, the balancing of an entire city's accounts are the work of George N. Shaw. Before coming to Florida, Shaw worked for various corporations, in the accounting departments, throughout the eastern half of the United States. He married Lillian Leslie Aiken of Newborn, Ga., in 1920, and is the father of two sons. Edward is a junior at Georgia Tech, the same school his father attended, and Eugene is a senior at Ponce de Leon High School. His home is at 333 Velarde Avenue. It's rumored that George even spends part of his spare time reading such juicy morsels as "The History of Taxation." The general ledgers of the city, kept by Shaw, are divided into eight separate funds, such as the "current" fund. Expenses are distributed to 32 different departmental divisions of the city, such as the department of parks and parkways, etc. These divisions contain more than 300 detailed expense classifications. The city's receipts are broken down daily into the proper amount due to and distributed daily to those eight funds and their proper-subdivisions. As City Clerk, Shaw does all recording and indexing of resolutions and ordinances of the City Commission, and keeps the minutes at these meetings. Presbyterians To Have Communion

The sacrament of the Lord's Supper will be observed at 11 o'clock service Sunday at the First Presbyterian Church. This is in observance of the World-Wide Communion Sunday sponsored by the Federal Council of Churches of Christ in America. The sessions will meet at 10:30 A. M. Sunday in the chapel.
