Two Receive CD Award For Meritorious Service

Dr. William M. Schiff, DDS, of 236 Candia Ave. and Mrs. Martha Owen Wolfe, RN, of 1544 San Rafael Ave. have received meritorious awards from the U. S. Civil Defense Council in Minneapolis, Minn. For the first time, all CD directors met simultaneously to discuss their mutual problems. It was the largest gathering of CD and disaster workers ever held in the U. S. DR. WILLIAM SCHIFF Dr. Schiff was graduated from Miami Beach High School in 1941. He then attended the University of Miami and was a member of the UM Band, Phi Mu Alpha music fraternity and Sigma Alpha Mu social fraternity. He did his pre-dental work at Ohio State University and was graduated with a doctor of dental surgery degree in 1946. He is now in general dental practice in Miami. Dr. Schiff has been active in civil activities in the Miami area. He has been a member of the Miami Junior Chamber of Commerce for over 10 years, serving as vice president and member of the board of directors. He is a member of the Masons, Biscayne Bay Lodge 124. He also belongs to many Red Cross, Civil Defense and other disaster committees. Dr. Schiff has been active in Civil Defense work since 1954 when he attended the first Dental Defense Training course offered by the U. S. Office of Civil Defense at the Staff College in Olney, Maryland. At the present, he is the chairman of the District and State CD Committees and a member of the Red Cross Disaster Committee. MRS. WOLFE Mrs. Martha Owen Wolfe, RN, attended the University of Miami, and received her graduate training from Florida State University and Harvard School of Public Health in the field of child care and family living. Mrs. Wolfe volunteered her services to the Dade County Civil Defense office in 1952. Since then, she has helped organize county and state nursing committees on disaster nursing and has assisted in writing the first CD Nursing Manual for the Florida office. In 1957 she was employed by the Dade County CD office to develop the medical and welfare programs.

New System To Replace Alarm Boxes

The City Commission last week approved execution of a contract with Southern Bell Telephone Co. for an emergency reporting system to be installed throughout Coral Gables. Under the agreement, the City will pay a $792 per month rental plus an additional $8840 if the system is now rented for at least a five-year period. The action followed destruction of the city's obsolete and dilapidated fire alarm systm by Hurricane Donna. Replacement of the old alarm system had been tabbed at an estimated $50,000. While the former alarm system permitted the receiving of fire calls only, the new emergency phones will enable anyone to report any type of emergency. Calls will be received by the Police Department, channeled to the proper agency, and help dispatched. City officials hope that the new setup will minimize false alarms, which were a problem with the old system.

Gables Cops Crack Down On Terminal Jaywalkers

Coral Gables police last week picked up several persons at the Coral Gables bus terminal for walking in prohibited zones reserved for buses. Two persons, including a 64-year-old resident and a Hialeah man making his first trip to the city were found guilty and given suspended sentences in Municipal Court last Tuesday and more were scheduled to appear this week. The crackdown comes in the aftermath of a law suit in which the city, through its insurance firm, settled a $150,000 suit for $10,000. Suit Settled Settled on Aug. 18 of this year in Circuit Court, the suit involved then 18-year-old Barbara Joy Cabot, daughter of Mr. and Mrs. Anthony V. Cabot, of 7620 SW 19th St. The teenager was run over by a municipal bus driven by Leo Calahan, 45, of 1302 Madrid, on June 10, 1959, as she ran in a short cut to catch a bus at the municipal terminal. Calahan was backing his bus and a rear wheel went over the girl's right foot after she was knocked down. Miss Cabot suffered compound fractures and was hospitalized at Doctors' Hospital. Officer Douglas Clifford, who investigated the early evening accident, did not charge Calahan in the accident because the girl was walking in a zone reserved for busses. The victim's father subsequently filed a suit charging negligence on the part of the city and asking for $100,000 damages for his daughter and $50,000 for himself. An agreement between the city and its insurors and the Cabots was reached Aug. 17 and signed the following day. Since that time, a new sign has been added to the bus station entrance warning pedestrians to "Keep back of the yellow line, Police Order." The old sign stipulating "Municipal Bus Traffic Only," still stands. In addition to this, a "Buses Only" sign has been painted in large yellow letters above a thick yellow line at the entrance and all curbing has also been painted yellow. The picture is clear: Police have their orders to stop all unauthorized pedestrians and vehicles from using the terminal driveway.
