Draft Age Students Urged To Consult Local Boards

Registrants who contemplate resuming attendance at schools this month should first consult their local boards to ascertain approximately how soon they may be called for military training, Brigadier-General Vivian Collins, State Director of Selective Service, announced today. While deferments from military training are being granted students who are preparing to enter certain occupations in which shortages of manpower exist or are indicated, General Collins said, there are no group or blanket deferments. Each case must be acted upon individually by the local board having jurisdiction, and unless a student can qualify as a "necessary man" under Selective Service regulations he is liable to be called for induction when his order number is reached. "It is the policy of the Selective Service System to be as lenient as possible within the law in cases of young men who are earnestly pursuing educational opportunities. Where such men have entered in good faith upon an educational course, we will endeavor not to interrupt their studies during a quarter or a semester even if they are not seeking to qualify for an occupation that is exceptionally important for National Defense. Consult Local Board "My advice to these young men, therefore, is to consult with their local boards and find out when they probably will be called to qualify for military training. If the probability is, more than a month or their stay, so they may begin their studies with the understanding that they can at least complete a quarter. In the same way it may seem probably, according to their order numbers, that they can complete a semester or a full school year." The general policy, Director Collins said, will be one of cooperation with the object of no causing a sudden interruption of studies of financial loss to the student through inability to continue through a quarter or semester for which tuition has been paid. This, he said, can be accomplished by the local board granting a stay of induction until the end of such period to a student who is called for military training. There are a number of specialized professions, the General said, for which students who give reasonable promise of becoming acceptable practitioners are being deferred on recommendation of the Office of Production Management. Procedure for the deferment of such students has been worked out by the American Council of Education in collaboration with National Selective Service Headquarters. It is set forth in Bulletin No. 10, issued by the council, and provides for getting into the hands of the local board of a "Student Statement of Information" concerning his status and plans, and an affidavit by his college or university in which the college officials testify as to his standing, courses and educational objectives, together with a general evaluation of the student as a "necessary man" for occupational deferment.

Garland McNutt, Jr., son of Mr. and Mrs. Garland McNutt, entered The Citadel at Charleston, S. C., last week for his freshman year. Young Garland was accompanied by his parents who were returning from a northern vacation.

Jennie B. Ellis Kindergarten Opens Monday

Job Aid to Graduates Is Goal Of Florida Chain Store Group

Seeking to establish a state-wide job educational program in high schools, C. B. Treadway, managing director of the Florida Chain Store Association, today announced that more than 2,000 chain store managers and employees will this month be asked to participate in a campaign to assist schools in giving students a practical knowledge of how to obtain jobs after graduation. Colin English, superintendent of the State Department of Public Instruction, has approved the program and offered the assistance of his staff, according to Mr. Treadway. The program was attempted on a small scale in Orlando, Treadway said, and proved to be such a success that school authorities suggested it be attempted on a state-wide scale. "In Orlando, both chain stores and independent merchants joined together to sponsor a short course of lectures based on the premise that high school students need practical as well as theoretical knowledge of how to seek jobs after graduation," Mr. Treadway explained. "The courses will be designed not only to educate the students on how to obtain a job, but to help them gain a practical knowledge of modern merchandising methods," he said. Similar courses, Treadway declared, have been developed in Boston, Mass., and Dallas, Texas, but Florida will be the first state where such a program will be attempted on a state-wide basis, according to the Chain Store Association executive. Assistance in organizing and carrying on the program will be asked of independent merchants in the state. Independent merchants, chain store managers and chain store employees representing in certain phases of retailing will be asked to give lectures before groups of students in high schools all over the state, Treadway said, in explaining the plan. Each of these lectures will deal with a different phase of modern retailing methods such as "The Art of Display Selling," "Modern Store Buying," "Stock Control" and "Sales Training." One of the most important of the lecture series, Treadway said, will be those talks dealing with sales training and the qualifications most needed by those seeking jobs and advancement in modern retail stores.

Wood Block Art Exhibit Opens Here

(Continued from page one) At the peak of its artistic development the Japanese woodblock rarely employed more than six colors. During its decline it included as many as twenty to thirty colors. Sinch each color requires a separate block and since each block must be printed with great care to assure perfect registry, the process became exceedingly elaborate and over complicated. The modern artist, understanding the limitations of this technique, confines himself to a workable number of colors and blocks. Broad areas of color and simplified structural frems are being used with striking success. The prints of this exhibition were all produced under the WPA art program, which, by encouraging the development of skills and techniques, has contributed greatly to the revival of this attractive medium.

26-Year-Old Stetson Man Becomes Dean

Professor Thomas F. Lambert, youngest member of the Stetson University College of Law faculty, was appointed this week to the post of acting dean of the law institution, according to an announcement by President W. S. Allen. Lambert succeeds Paul E. Raymond, who resigned from the deanship of the law school a month ago to accept the position of assistant attorney general of Florida. The new dean, who reportedly is 26 years old, assumes his duties as of September 1, the announcement indicated. Lambert is a graduate of the University of California, where he achieved an outstanding record as a leader, scholar and athlete. He won a Rhodes Scholarship from the western district of the United States in 1936, and subsequently spent two years as a legal student at Oxford University, England. His most recent academic work before joining the Stetson faculty last fall was that of his work as a Sterling Fellow at Yale University, where he studied toward his doctors degree. The 59th session of Stetson University's history will be opened on September 17, the president stated in another release. Freshman will gather for an opening dinner on that day and be taken through the annual Orientation Week program. Registration is scheduled for September 19 and 20, and classes will begin on Monday, September 22, the report stated.

School-Age Child Labor Is Restricted

ATLANTA, Sept. 11. — With the opening of the fall term, school warning was issued today by J. R. McLeod, Regional Director of the Wage and Hour Division, U. S. Department of Labor, that the full-time employment of children under the age of sixteen during school periods is contrary to the child labor provisions of the Fair Labor Standards Act. Katharine F. Lenroot, chief of the Children's Bureau, Department of Labor, who is charged with administration of the child labor provisions, pointed out that the basic minimum age established by the act is 16. However, Regulation No. 3 of the Bureau provides that minors between 14 and 16 years of age may be employed in certain non-manufacturing and non-mining occupations outside of school hours, but limits such employment to three hours per day and eighteen hours per week while school is in session. During school vacation periods, the hours may be extended to eight per day and a total of forty in one week. Working hours for children of these ages, in general, must be between 7 A. M. and 7 P. M. General Philip B. Fleming, Administrator of the Wage and Hour Division, whose inspectors assist in enforcement of the child labor provisions of the Wage and Hour Law, said that while these provisions are more lenient with respect to children employed in agriculture, they do apply to minors so employed during the periods when they are legally required to attend school The act itself makes provision for parents or custodians of children to employ their own children under sixteen years of age—the basic minimum set in the act—in occupations other than manufacturing or mining. "Representatives of the Wage and Hour Division and of the Children's Bureau are on the alert to see that violations of the law and regulation are not permitted."
