Here's How Coral Gables Chooses Its Mayor And The Five Members of Its City Commission
First of a Series by the Coral Gables News Bureau | Knowing the city in which we live is not only the privilege but the duty of every citizen of the city. Every man and woman of voting age should be able to answer simple questions about the government and governors of his or her home town. Recently it was called to the attention of this newspaper that there are many adults in Coral Gables who do not know the answers to even the simplest questions about Coral Gables' municipal government. More than just a few persons said they do not know the names of the city commissioners, the city manager, the city clerk, and of other officials. Each week in this column we will discuss a phase, a department, or a function of Coral Gables' municipal government. The column is open to questions of readers. So, let's start with the city commission and the mayor. On the second Tuesday in June, 1931, the first Coral Gables city commission, under the new charter, was elected. Since that time, except for the additional elections, in oddnumbered years. At each election three commissioners are elected by the people, with the one receiving the highest number of votes given terms of four years, and the remaining two, a term of two years. It also has been the practice that one of these candidates was named mayor by vote of the people, although this rule will be changed prior to the next election. There are five commissioners, two of whom is mayor. At the time of each election, there are two hold-over commissioners, with vacancies to be filled. Either a hold-over commissioner or a new candidate may be elected mayor if he receives a sufficient number of votes for that office, and if he has been entitled to a position on the commission, either by hold-over or by vote. The mayor, in other words, must be a member of the commission. Before another election time rolls around, a charter change has provided that a candidate for commission must announce his desire for the post of mayor, to be elected to the latter office. This will eliminate waste votes, as complimentary votes, going to candidates who do not wish the office. At present, Joe Whitley, a pioneer Gableite, and hold-over commissioner, is mayor. He will retain the office for two years. Mayor Whitley is in the real estate and insurance business. A mayor and commissioner are part-time offices, with a compensation not to exceed $1200 a year for mayor, or $600 for commissioners. Four-year term commissioners are Wallace Bell and Thomas C. Mayes. Mayes is the retiring city judge, and is an attorney. Bell, who also was a member of the former commission, is a retired investment banker, who has made his home in Coral Gables for five years. W. Keith Phillips and Andrew Healy are the remaining commissioners. Phillips, who has been on the commission since 1936, is in the insurance business in Miami, is known for the many civic offices he has held, and has lived in Coral Gables for 12 years. Healy, who first entered the political field in the June election of this year, is a young attorney, and also has been identified with civic enterprise since he took up residence in 1927. Commission meetings, open to the public, are held in the commission rooms at city hall, the first and third Tuesdays of each month, with special meetings called at the discretion of the mayor, the city manager or commissioner. The commissioners are subject to recall. They may not hold any other public office except that of notary public or member of the state militia. Records of commission meetings are kept in minutes by the city clerk, and are open to the public. The vote of each commissioner on every ordinance or resolution is public property. The mayor presides at all meetings of the commission, and is recognized as the official head of the city. The commission appoints the city manager, the city clerk, city attorney and judge of the municipal court. The appointment and selection of the tax assessor, tax collector and all other department heads and city employes is left to the city manager. The commission is always responsible to the people of Coral Gables. For example, the people may, on a petition carrying names equal to twenty per cent of the voters, request a referendum vote on any ordinance subject to same, within thirty days after its passage by the commission. It would take entirely too much space to tell all the powers and duties of the city commission. It raises money, necessary to city operation, through taxes. It has control over the improvement or creation, the use and the regulation of streets, parks, highways, bridges, et cetera. It has the power to borrow money or to contract debts; it can expend money of the city for all lawful purposes. It can do any one of a thousand detailed things. But its main purpose is to act as a governing board, or legislative body to pass ordinances and rules for the best for the city and for the people in the city, and to see that those ordinances and rules are not violated.
LIONS' AUXILIARY PLAN HILL-BILLY PARTY
Plans for a Hill-Billy party, to be held in October, were discussed at the meeting of the Coral Gables Lions Auxiliary, Tuesday, at the home of Mrs. John M. Montgomery, 745 Avenue Majorca. Mrs. T. E. Norman was welcomed in as a new member. Mrs. Will B. Reynolds, 412 S. W. 23 Road, will be hostess October 15 for the next meeting of the auxiliary.
CIRCLES WILL RESUME MEETINGS
All circles of the First Presbyterian Church Missionary Society will resume meeting today. Circle No. 1 will meet with Mrs. Robert Stamper, 421 N. W. 25th Court. Circle No. 2 will meet at the parish house with Mrs. A. A. Greene, leader, in charge. Circle No. 7, the business girls' circle, will hold a picnic at 6:15 P. M. at San Salvador Park. M. E. PHILLIPS, JR. TO U. OF CINCINNATI
Mallory Earl Phillips, Jr., son of Mr. and Mrs. M. E. Phillips, 4924 Alhambra Circle, will leave today to enter the University of Cincinnati, Ohio, to do graduate work in law. He was graduated cum laude in June from Emory College, Atlanta, where he was a member of O. D. K. national leadership fraternity; also business manager of the "Wheel" weekly school paper. Young Phillips, who is a Ponce de Leon alumnus, has been appointed grand perceptor of Phi Delta Theta fraternity at the University of Cincinnati.

Miss Ann Simpson, who spent the summer with her parents at their summer home in Waynesville, is spending a few days in Daytona Beach visiting Miss Carolyn Caldwell, daughter of Mr. and Mrs. David P. Caldwell, former Gableites. Ann is a student at the Coral Gables Elementary School.
