S. Africa Forcing Crisis, Pandit Warns Great Britain
UNITED NATIONS HALL, FLUSHING, N.Y., Nov. 17 (UP) - India warned Great Britain today that "further deteriorations" of India's relations with South Africa might force India and Pakistan out of the British Commonwealth. Mrs. Vijaya Lakshmi Pandit delivered the warning in a final appeal for UN General Assembly censure of the Union of South Africa for discriminating against Indian nationals living and working in South Africa. Leaders of India, Mrs. Pandit declared, long have held the view that "So long as Indians were regarded as an inferior race inside the British Commonwealth there was really no room in it for a self-respecting India."
New 'Weather Changing' Experiments Are Planned by Army and Navy
By PAUL F. ELLIS United Press Science Writer WASHINGTON, 17. (UP) - Plans for new experiments in the technique of changing the weather by bombarding storm clouds with dry ice were disclosed today. This project, sponsored by a joint team of scientists from the U. S. Army Signal Corps and the Office of Naval Research, will be continued throughout the winter with three to five experimental flights scheduled weekly. The Signal Corps is not yet ready to announce the results of the experiment in October when dry ice was dropped on a hurricane off the Atlantic coast, but there were indications that enough information had been learned to warrant a con-tinuation of the program, known as "Project Cirrus."
Trading Dull in Market Opening
NEW YORK, Nov. 17. (UP) - Trading continued dull and prices moved irregularly in a narrow range at today's stock market opening. Bonds were barely steady. Many traders remained on the sidelines awaiting President Truman's address to Congress. Cotton futures were fixed, opening 24 points lower to 4 points higher. The widest net changes in leading stocks was a 7/8 point rise in Douglas Aircraft. Louisville & Nashville rose 1/2 to 41. Mast other gains were 1/4 point or 1/8 point. On the downside, American Can lost 3/4 point to 83 1/4.
Motions Denied in Colliers Suit
TALLAHASSEE, Fla., Nov. 17. (UP) - Federal Judge Dozier A. Devane today rejected major motions of both Gov. Millard Caldwell and Collier's Magazine as a retrial of Caldwell's $500,000 damage suit was begun here. The judge denied Caldwell's plea for a favorable judgment on technical grounds, and also denied the magazine's motion to dismiss the suit entirely. He did grant a motion to strike Caldwell's complaint that his professional reputation as an attorney had been attacked, but left in a charge that the governor's personal and political reputation had been brought into question.
Record-Breaking Speed Flights Advance Conquest of the Air
What does do record-breaking speed attempts play in advancing America's conquest of the air? What is the significance of a flight from California to Washington, D. C., in six hours and 57 minutes? What does it mean when an airliner goes from Boston to Ireland in nine hours and 10 minutes? Travel Cheaper When an airliner set a new speed record for crossing the continent, lower coast-to-coast and trans-oceanic fares are in prospect. Faster planes mean more return per plane because more revenue miles can be traveled for each hour of operation. Speed records last year made a scientific contribution somewhat comparable to Columbus proving the world is round. What was accepted almost as a scientific fact, that planes could not exceed a "practical" limit of 20 per cent below the speed of sound, has been disproved. Military planning changes with each new speed record. If one jet plane can make it across the continent in a little more than four hours, a whole flight of them can be moved in an emergency in like time. Traffic Problems Higher speeds are forcing continuous revision of traffic control systems. CAA is working on eliminating about two-thirds of the "radio fixes" for high speed airliners. These "fixes" are radio signal stations along the airways and were installed to control two-engine traffic. Each time a plane passes over one the pilot reports so that his progress can be continuously charted. If the high speed plane reported at each one, the pilot would be reporting every few minutes. Standard airway approach procedure for two-engine planes requires the pilot to start his landing at a certain distance from the airport. He follows a given pattern, making each turn a required number of minutes. But each new high speed plane poses another problem for the traffic controller - a 300-mile-an-hour airliner does not poke around once it gets into the traffic pattern, and because of its greater size it must make a larger approach pattern. Two-engine airliners coming into Washington National Airport from the west start their "let down" procedure over the city. On the other hand, the story is told about the four-engine transport, whose pilot called the Washington tower to say that he was starting to let down for a landing. "Okay," said the Washington controller, peering into the night for the plane's landing lights, "but where are you?" "Over Pittsburgh," the transport pilot replied. That was 189 miles away.
Youth Center Leaders Flail Public Apathy

"We checked with them by phone on Saturday morning, and they promised to come, but they didn't," Beckman stated. "It sure is discouraging." Miss Ward reported that women workers, who plan a two-week solicitation drive, are already discouraged by the lack of response. "People seem to run and hide when they see the workers coming," she stated. She also reported that a plan, under which various civic groups and other clubs would be asked to pledge so much monthly for the Center's operating fund, was not meeting the response that they had hoped. "Most of the women's groups tell us that they haven't any money for such a project," she stated. Beckman, commenting on the lack of response stated, "The people of Coral Gables invested heavily to bring the Youth Center into being, it certainly seems strange that they don't want to protect their investment and the future of their children."
Tax Assessor Beams
Tax Assessor T. C. Blount had an answer ready when queried by a Riviera-Times reporter, today, as to news developments in his office. "You bet I have a story for you," he beamed. "Tell your readers that the tax assessor's office is getting new venetian blinds for the first time in 20 years!" LONG DUTY Going to sea in sailing ships at the age of ten, Svend J. Skou, born in Oslo, Norway, completed more than 42 years' service with the U. S. Navy before his voluntary retirement at the age of 64. He participated in seven campaigns from the Spanish-American War to World War I.
Here Comes Johnny!
Johnny's coming home 'cause mother, Mrs. E. R. Kirkland, 522 Avenue Malaga, is going to fly down to Orlando and get him. Leaving tomorrow, Mrs. Kirkland will spend a few days in Orlando with her mother who has been taking care of John for the past month and a half. Mother and son will return sometime next week.

NAACP Approves Negro's Jail Term
Leo Sheiner, attorney for the National Association for the Advancement of Colored People, today said his investigation of the arrest and sentencing of Robert L. Taylor, 18-year-old Negro jailed for six months, had shown the city police had followed entirely correct methods in the case. Taylor was arrested by Detective Lieut. A. M. Bishop after causing a disturbance in the Golden Gate Grocery, S. Dixie Highway. The Negro had pleaded guilty to disorderly conduct, use of profane and abusive language, resisting arrest and striking a police officer. As in many cases where colored people become involved with the law, the NAACP made a merely routine investigation into the facts of the case.

Housing Units Move to Dodge Rent Control
(Continued from Page One) to hotel rooms and 132 Avenue Minorca where nine living units were made over for business use. "The instances where conversion from residential uses to other uses have been made are a direct result of rent control in Coral Gables," Peck declared. Low Ceilings "In addition," said the realtor, "there are many cases of single family residences, which were formerly utilized as rental housing accommodation now being withheld from the rental market because of rental ceilings incommensurate with the cost of maintaining the property." Peck also pointed to an economically unsound situation which placed rent ceilings on homes or apartments in existence before June 30, 1947 but allowed owners of living units completed subsequent to that date to set their own rentals. The only limitation on units finished since June 30, 1947 is that owners must submit them to veterans first and, if no veterans want them, they go on the open market. The joker here, according to Peck, is that the owners of the new units name their own price when they offer the units to GI's. Termination of controls would, of course, Peck says, correct this flagrant inequality. Accomplishes Nothing As the type of residential units in Coral Gables is such that a type of tenant able to pay substantial rents is usually catered to, the existence of rent controls, as far as the Gables is concerned, "accomplishes nothing except to penalize one class of owners and condone a high premium advantage in the case of the owner-builder of new construction." A typically example cited by Peck is the 20 unit apartment building just completed at the northeast corner of Avenue Aragon and Galiano Street, where one bedroom furnished apartments rent for $175 monthly and one room furnished efficiencies rent for $125 per month. "In startling contrast," Peck says, "comparable apartments are being held under rent control to ceilings of from $60 to $75 a month." "It is our well considered opinion that neither of these extremes comprises a fair and equitable rent level applicable to the class of tenants and accommodations existing in Coral Gables," the realty head commented. "We are thoroughly convinced that the removal of rent controls would create a proper balance."

SHELL BURSTS During the invasion of the Marianas group, one of the Navy's Seabees went hunting for chicken eggs. Returning with 13 of them clutched tightly to his chest, he ran into a Jap-hunting Marine patrol as it began spraying the bushes with automatic fire. The Seabee hit the deck-hard. Result: 13 "shell" bursts.

6 Governors Favor Dewey To Head 1948 GOP Ticket
WASHINGTON, Nov. 17 (UP) -Six of the nation's 25 Republican governors favor Gov. Thomas E. Dewey of New York for the 1948 GOP presidential nomination if it narrows down to a contest between him and Sen. Robert A. Taft, Republican, Ohio, according to a United Press poll. All Republican governors were polled in the survey but most of them shied away from discussing candidates. Only seven were willing to make a choice, openly or anonymously, between Taft and Dewey at this time. Among the questions asked the Republican governors in the United Press poll, was: Leaving Eisenhower out of the picture completely and assuming that President Truman will be the Democratic nominee, what is your opinion of the chances of a GOP presidential victory next year? This evoked a wide range of answers - from a midwestern executive's "not good" to the "very good" submitted by several governors, including Herbert of Ohio.
Modeling Contract Gift for Center Awarded Patsy
A four-year Powers modeling contract for herself and a $100 savings bond for the Coral Gables Youth Center she represented were the rewards reaped yesterday by Patsy Simmons, 16-year-old Gables girl who was crowned the Tangerine Queen at Cypress Gardens. Chosen from 63 contestants from all parts of the state the local girl was crowned by John Robert Powers, who also awarded her the contract with his famed model agency. She is the daughter of Mr. and Mrs. Marshall Simmons, 409 Avenue Marmore. Miss Simmons is the third Youth Center representative to win national recognition for her beauty. Two others, Corrine Gustafson and Betty Wagner, were selected as Life cover girls. Additional publicity for the Center is anticipated this afternoon when the Christian Science Monitor is sending a reporter to study the Center for a nation-wide feature on such organizations.
Tenn., made his radio debut, in a
quartette chosen from the choir Sunday morning over the airwaves. The quartette appeared with the chancellor of the University in a 15 minute service.
Youth, 19, Held After Car Crash
A 19 year-old Miami youth was held in $35 bond today accused of reckless driving and causing an accident at Bird Road and Granada Boulevard. Lloyd E. Langford of 3421 SW 91st Avenue will face trial at Municipal Court this evening. Langford's car struck the rear of a vehicle operated by Arthur L. Holmes which had halted for a red light, said the police report of the mishap. The Langford car also knocked over a bus stop sign.
