Meaning of 'Fill-in' Carries Weight In U. S. Governmental Double Talk

By WILLIAM McMENAMIN UP Staff Correspondent WASHINGTON - Lovers of bureaucratic lingo are having a time for themselves in the unification of the nation's armed forces. In explaining this reorganization to each other, they talk about three kinds of "pictures." They are the "global," the "big picture" and the "whole picture." Of course, the "size of the picture" depends on the "scope of the fill-in." If the inquiring reporter dares to wander into this maze of government language, he finds that in their conferences, the defense secretaries fill in each other with anything. They are "briefed" or they get a "fill-in." Nothing Ever "Done" Nothing is ever done. It is either "implemented" or "accomplished." One executive said that "this division has consistently held to the policy that economy compatible with operational efficiency will govern the formulation of new or revised policies." When it is said that the Air Force brass at their Pentagon desks never call it working together. They "undertake inter-departmental coordination." Secretary James Forrestal's office informed the world recently that it has "taken positive steps toward the achievement of coordinated procurement among the three services." The mighty secretaries of the three armed forces got together, it said, and "agreed to a number of major modifications." Progress Defined They reported that "great progress has been made in the development of a uniform system of cataloguing." This progress is "gathering momentum." Of course, the mighty defense chiefs never make up their minds until they "have a final determination." They go into a huddle and come out with a profound announcement that "the magnitude of the task makes full realization of the achievements envisioned . . . a project that will require time for its completion." How It's Worked You never come right out and agree to anything if you are a brass hatter protecting your own little principality. You "approve of it in principle as an initial working plan." That, it says here, will "implement transfer of specific functions to be effective as further mutually agreeable details are developed, subject to policies prescribed by secretary of defense." The Pentagon desk pusher does not just like his job. His "assignment is in accord with his desires." If it isn't he's liable to get fired - pardon us, "terminated."

Legal Safecracking Makes Living For Father and Son

SALT LAKE CITY (UP) - When Ross V. Fowler of Salt Lake City went to university, he studied to become a mechanical engineer. But when he got out of school, he decided to follow in his father's fingerprints and become a safecracking expert. The father, Charles A. Fowler, has been breaking into Utah safes, by request, for more than 30 years. He estimates that over those years he has cracked more than 6,000 strongboxes. Most of the safecracking jobs come to the father-and-son locksmith team from merchants who have lost or forgotten the combination. But illegal burglars bring a lot of business to the legal locksmiths. Some burglars who try to break into a safe but can't do it succeed only in wrecking the box so badly that the regular locks won't work. Then a call goes out for the Fowlers. Few Safes Resist Few safes are made that won't respond to the Fowlers' drills and cutting torches. The few that won't work are the new jobs made of manganese steels which Blair Fowler says are "fireproof, drill-proof and burnproof." The incident best remembered by the Fowlers is one which occurred when they were returning to Salt Lake City from a safe-opening job in the southern part of Utah. Their tools were piled on the back seat of their car - drills, sledge hammers and blow torches. They stopped and picked up a hitchhiker. The transient climbed into the rear seat and then paused when he saw the tools. He asked: "What do you gents do?" Blair Fowler nonchalantly told him, "We're safecrackers." The hitchhiker quickly backed out and ran away. There is almost twice as much aluminum as iron in the earth's crust.

$21 Finds Its Way Into Can of Soup

MOORHEAD, MINN. (UP) - Bill Wherzog found a $21 can of soup when a customer ordered tomato soup at Wherzog's restaurant. When Wherzog opened the can, he saw a piece of crumpled paper in with the soup. As he was about to throw the can away, he detected printing which said: "Payroll Savings, Plan, National Bank and Trust Co. of New Jersey." Inside the folded paper were four $5 bills and a $1 bill.
