R. T. Carlisle Candidate for State Treasurer
R. T. "Dike" Carlisle, Jacksonville business man, Monday announced his candidacy for the office of State Treasurer, subject to the Democratic primaries next Spring. Carlisle said he proposes to seek the office on a definite, constructive platform which pledges changes in the operation of the office which he thinks will be beneficial to the people of the state. "This office would be streamlined under my administration," said Carlisle, "and I would immediately advocate these changes: "(1) Separation of the office from the department handling insurance matters, as a state insurance commissioner with all the relation with the office has given him an insight into its operation and caused him to be familiar with its workings and duties. He said he plans a state-wide campaign to familiarize the people with his plans for conduct of the office.
Alice M. Copeland Dies in Connecticut
Mrs. Alice M. Copeland, whose Winter home was at 1010 Segovia Street, passed away Saturday morning in a hospital in Wethersfield, Conn. Death came one day after her 70th birthday. Mrs. Copeland had been a resident of Coral Gables for the past 20 years and was the widow of Woodford A. Copeland, one-time newspaper publisher of Elmira, N. Y. She is survived by one son, Irving S. Copeland of Wethersfield, and two grandchildren. Interment is to be in the family burial grounds in Elmira.

Truman Plans Careful Probe Of Federal Security Plan
BY JAMES C. AUSTIN United Press Staff Correspondent Washington, Nov. 10—(UP)—President Truman is expected by his associates to take a long and careful look when it comes time for him to act on proposals that would permit civilian and domestic agencies of the government to put secrecy restrictions on certain information. Widespread press criticism of a proposal to permit an almost governmental censorship on information has been met with the White House attitude that the President wants to avoid any "gag rule" that goes beyond the real requirements of national security in military and foreign affairs. Dangers Cited The gag dangers were pointed out by the American Society of Newspaper Editors after the Veterans' Administration prematurely set up its own security program without authorization. VA issued on July 29, and then canceled on Nov. 5, an order that some documents in its possession could be classified as "top secret," "secret," "confidential" or "restricted." These classifications all mean secret as far as press and public are concerned. They were selected by the Security Advisory Board of the State-War-Navy Coordinating Committee. The board was created in view of Mr. Truman's loyalty program, to draft minimum requirements for information security throughout the government. The State, War and Navy departments used such restrictions during the war. Most other executive departments and agencies never heard of them. "Rule" Not Seen The ASNE called parts of the proposals "gag rule" and asked Mr. Truman to ban their use in VA and to prevent their extension to other agencies. The President was asked at his last news conference what action he would take on the ASNE resolution. He replied that there was no reason for him to act since the proposals had not yet come to him. He remarked that newspapers have a habit of picking up fragments of reports and from them setting up straw men and then knocking them down. Mr. Truman made no further commen on the matter. But sources close to him said he would examine the classification plan very closely when it reaches his desk. Proposals Amended The board wrote one set of proposals and then amended them on Oct. 28 after press criticism that certain sections would permit any executive branch which so desired to cover up possible wrongdoing. The basis of this charge was centered on a phrase in the "confidential" category. This would have held information to be confidential if it "would cause serious administrative embarrassment". The phrase was deleted in amendment. From the "secret" catgory—information whose disclosure would endanger the national security—SAB yielded to press complaints and cut out a phrase which would have cut off information that would cause serious injury to "any governmental activity." Could Cover Up Such, the press insisted, could give any agency a chance to cover up its shortcomings under the guise of national security. The revised regulations still would leave government departments with much latitude to determine for themselves what information should be "restricted" for "the national welfare." It was emphasized that the White House has not yet received these regulations—either original or amended—although the board has routed them there somewhat circuitously. Sent To Committee After revision, the classification rules were sent first to SAB's parent body, the coordinating committee. After that they were to go to the budget bureau, which will simply look the project over to see to cost the taxpayers any more money. Then the Justice department will look at them from the legal angle and forward them finally to Mr. Truman. Mr. Truman is represented as feeling that the original draft of the regulations was not entirely in line with his ideas of security. Some sources believe there may be still further revisions before the document is placed before the President. Not Consulted The Justice Department asserts that it has not yet been consulted about the program. Its officials say that there are long-standing laws which provide severe penalties for disclosure of secret matters directly concerned with national defense. In wartime, those penalties range from 30 years to death. In peacetime, there can be 10 years imprisonment, a $10,000 fine or both. For disclosure of other information, the severest penalty under the new regulations apparently would be dismissal from the government. Nothing could be done to the receiver of such information. The board's official viewpoint is that in writing the regulations, it is working for the nation's security and against freedom of the press. "We were ordered by the President to set up minimum requirements that would provide a uniform pattern for the handling of classified information in all agencies," a representative of the Board told the United Press. "We did so. We were not trying to create new hazards for the press. What we sought to do was to set up standards that would permit freer interchange of (restricted) information among all the executive agencies. "We do not set the policy on what material shall be classified and what shall not be. That, like the penalties to be imposed, is an administrative matter to be decided by the executive departments and agencies themselves. "Our concern ends with writing the rules. That is why we cannot answer questions about whether it is dangerous to extend such safeguards to agencies which never before had them. We don't even know how many executive bureaus and departments classified their information during the war."
Begin Assessments On Oct. Building
Tax Assessor Thomas C. Blount started work today on figuring assessments on construction started during the month of October. If completed by January 1, the new buildings will be fully assessed on the new tax rolls. If only partially completed, they will be assessed on a percentage basis of work completed.
2 Gables Students Honored by F.M.A
Two Coral Gables students have been honored by being placed on the Superintendent's List at the Junior School of the Florida Military Academy, it was announced today. Richard McMillan Carnell, son of Mrs. D. G. McMillan, 1624 Granada Boulevard, attained an average over 89 for two successive months and William Frederick Dittius, son of Mrs. William Dittius, 744 Biltmore Way, attained an average over 86 for two months in a row.
Construction has been completed on this addition to the Coral Gables business district, the Adams Garage, located at 435 Avenue Almeria.
Retailers Hold the Line As Credit Controls End
BY UNITED PRESS Retailers, banks and other companies, for the most part, "held the line" during the first week after the government lifted its controls on consumer credit, a survey showed today. Comparatively few merchants eased terms for installment plan buying. For this reason, plus shortages and consumer resistance to high prices, there was no rush to buy and only nominal change in total sales across the country. Set Down Payment Government controls were in effect for six years and set the amount of down payments on most items. Under regulation "W", which ended Sunday, Nov. 2. Official regulations called for 33-one-third per cent down on cars and home appliances and 20 per cent down on furniture and floor coverings. Balances in both groups were payable in 15 months. Many businesses said they feared a return to "easy payment plans" might result in runway inflation or that Congress would clap on new controls. William Flanders of the Indianapolis Retail Merchants Association said the consumer "must not be permitted to buy promiscuously—on a dollar down and the rest when you catch me basis." Increases Scattered Some merchants in scattered sections of the nation reported some increase in sales volume and a light demand for easier credit, but said that generally the situation was static. Credit terms may be eased by the trade associations, they said, if strong competition develops, and they believed there may be a general change across the nation when Christmas buying starts. No Difference Noted In Detroit, the president of the Retail Merchants Association said there seemed to be no apparent difference at all in sales and buying. Charles Boyd, head of the association, said there had been little public response to release of the controls. "Not many merchants," he said, "have changed their terms radically. Most firms are deciding that so long as business comes in well on the present terms, why change?" Salt Lake City, Indianapolis, Minneapolis and Dallas said they noted an increase in demand for easier credit terms, although these cities were the exeption to the rule. Pre-War Levels Several big mail order houses—Sears Roebuck, Montgomery ward and Spiegels reduced their credit terms to pre-war levels—10 per cent down and up to 18 months to pay on large purchases, 12 months on smaller purchases and a minimum monthly payment of $5, but officials said it was too early to determine the results. Two of Chicago's leading department stores said they were continuing without change from government regulations and John M. Smyth Co., a large Chicago furniture store, also said it had made no change. According to the last biennial report of State School Supt. Colin English, Dade, Manatee, and Pinellas are the only counties which report any kindergarten enrollment.
