School Bells Ring for These Youngsters Wednesday as Most Private Schools Open

Duties of City Manager A. B. Curry Cover Large Field of Activity in Gables
Second of a Series by the Coral Gables News Bureau The charter of the City of Coral Gables contains the phrase "The City Manager shall be the chief executive officer of the city." That one sentence covers a multitude of duties. If, for instance, one of the greens at the Granada Golf Course needs repair, the fact eventually comes to the attention of the City Manager. If the Venetian Pools need a few new beach chairs, indirectly those chairs come through the City Manager's office. City Manager A. B. Curry, who is a pioneer Gablesite, has been City Manager since November, 1939. Prior to that he was Director of Public Safety. Don't ever think his job is an easy one. Under his office come the departments of purchasing, assessor, building, inspection, public safety, health, publicity, streets and sewers finance, sanitation, parks and parkways, transportation, the golf course and Venetian Pools. That covers about everything from an order of new pencils to the entire police force and the city budget. Named by Commission The City Manager is chosen by the commission on the basis of his executive and administrative qualifications. Curry is a civil engineer by profession. The City Manager is responsible to the commission. The proper administration of all affairs of the city are placed in his charge, and to that end he has the power to appoint and remove all officers and employes in the administrative service of the city. He does not appoint the judge of Municipal Court, the city attorney or the city clerk. Once a year the City Manager prepares a budget for the city's expenditures during the coming year. The budget covers all salaries and compensations, all improvement and repair expenditures, all amounts covering the municipal debt service. The budget is submitted to the commission for its approval. Once set up, following public hearings, the City Manager has control of its use, as set up. Any and all additional expenses which might occur during the fiscal year must be appropriated by the commission. In some cases, the hiring and firing of employees is left to the department head, with the approval of the City Manager. A discharged employee may appeal to the City Manager in writing for a written statement, explaining the reasons for his discharge. Within five days of the appeal, the City Manager writes his answer, and within five day after that, the employee may file a reply with a demand for a hearing thereon by the City Commission. Group Action Necessary The commission, by resolution duly adopted, may direct or require appointments, suspensions or discharges of city officers or employees by the City Manager, but no individual commissioner may make such a request or demand outside the official group's action. This ruling, set up in the charter, guards the city administration against the ancient and time-worn "spoils system." No commissioner, except by action of the entire commission, can give orders to the City Manager or other employees. If he violates the charter provision, he may be asked to forfeit his office. The City Manager has a seat without vote at all commission meetings. He advises as to the financial condition of the city, he relates recommendations or complaints and all important municipal happenings since the last commission meeting. If Coral Gables needs a new bridge or a repaired street, a stoplight or some additional street signs, the City Manager recommends them to the commission. The City Manager is the man, in other words, who runs your city's administration. If you sometimes think that something is not going quite right and you want to make a complaint, stop and remember all the hundred-and-one headaches the City Manager already has. And take your complaint to the department where it belongs. All these departments will be discussed in future articles.
