Diary of a Beauty Authority
By HELEN RUBINSTEIN ("Feminine beauty is an art," says Madame Rubinstein in this week's column, offered as a special service to the women readers of this paper.) NEW YORK—Whenever a woman comes to me and asks for a simple rule to guide her in choosing powder, lipstick and other cosmetics to help her make the most of herself, I always tell her to take a tip from the modern artists, architects and other creators of beauty all around us. Since feminine beauty is an art, like painting and architecture, it should naturally follow the tempo of the times. And so, in the use of beauty preparations, I recommend "streamlining", what one might describe as "decorative functionalism". Now don't let the phrase frighten you. I simply mean that you should choose your make-up according to your type of life. For instance, Mrs. Taylor and Miss Kimball, both of whom recently came into my salon seeking advice on make-up, engage in different activities and thus cannot be guided by the same rules. Mrs. Taylor is the healthy, sportswoman type who spends her winters skiing and ice skating, and she should avoid colors which contain any hint of purple, or heavy foundations which produce a theatrical effect. A tan foundation and powder with warm undertones will give her skin a natural burnished glow, and a touch of herbal eye lotion on her lids instead of eyeshadow is all the eye make-up she needs. She should use a clear, red lipstick, harmonizes with tailored day-pointed look. Miss Kimball, on the other hand, is a business woman and spends most of her time indoors, so she needs a make-up which harmonizes with tailored daytime fashions and which will give her skin a soft, lasting radiance. A stain smooth make-up in a peachbloom shade is essential if she wants her skin to look fresh and velvety all day, and an opalescent face powder will keep her looking alive and interested, eve n after a long, wearing day at the office. She should wear a light lipstick in a vivid sporting pink shade and she should match her nail polish to it. She must apply her eyeshadow very faintly and touch her upper lashes gently with mascara. For evening occasions, make-up tempo should change to go with brilliant lights, glittering gowns, sparkling chatter and cocktail glasses, and there are some general rules which apply to every woman, whether she works at an office or defense job, spends most of her daylight hours outdoors, or takes care of a home. She can achieve a bold effect without looking garish if she selects her cosmetics as though she were going to face a photographer's flashlight. A spotlight foundation will give her skin a smooth, photogenic quality, and a deep, dramatic "red velvet" lipstick will assure her of perfect grooming all evening. Eye make-up assumes particular importance for evening, because of the tendency of lights to cast deep shadows over the eyes. To guard against a brilliant blue or blue-green this, an iridescent eyeshadow in tone should be used and mascara should be applied and shaded toward the outward corners. The eyes are accented with a light pencil line drawn close to the lashes on the upper lid. With these few simple rules, it is no problem at all to achieve an effect of "streamlined" perfection in make-up, and to be perfectly groomed for every occasion with a minimum of fuss and bother. If the art of feminine beauty could be reduced to a formula, as in chemistry or mathematics, I should say it consisted of simplicity plus harmony plus good taste. Residents Warned Of Faked Charity
Jacksonville—(FNS)—Marcus C. Fagg, superintendent of the Children's Home Society of Florida, upon learning that in some sections of the state solicitors are using the name of the Society and himself in seeking funds or selling magazines, advises that the Society employs no solicitors and does not authorize the use of its name. Such solicitors are imposters and should be turned over to the local authorities.
Experiment Shows Fish Like Vegetables
Marineland—(FNS) Arthur Schmidt, curator at Marine Studios, as an experiment, fed chopped raw onion and raw Irish potatoes to fish in the oceanarium. Knowing that they fed on sea grass and underwater vegation, he included five pounds of fresh vegetables at feeding time. Mullet and other vegetarian fish went for the new food, apparently preferring it to the natural algae and sea grass found in the tanks. Schmidt stated that the fish actually fought each other for the bits of potato and onion.

Pen Women Will Meet Today At Mrs. Francis M. Dolan's
Mrs. Francis M. Dolan of 1817 Granada Boulevard will be hostess today for the members of the Miami branch, National League of American Pen Women, home meeting. Preceding the program at 2 P. M., there will be a board meeting, with Mrs. Charles J. Dougherty, president, presiding. Mrs. Virgil E. Cline, radio chairman of the branch, will be chairman of the day and will present a special screen and lighting effect in a mock television radio play entitled "Away From It All." Those appearing in the cast in costume will be Annette Jones, Freeman Jackson and Louise Shorter. Mrs. Cline will be the interlocutor. George Ade, famed author and humorist, will be guest speaker. C. H. Burton, nationally known as a trainer of birds, will present his act with many wonder love birds from many countries. A musical program will include accordionists Elaine Fryer and Henry Perry, who will play "Tales From the Vienna Woods," "Twelfth Street Rag" and a medley of patriotic airs. Mrs. Cleland Davis, hospitality chairman and assistants, Mrs. Joseph Kennard and Mrs. William McKibben, will preside during the tea hour.
