7-Story Building Is Nixed for Bird Road
Another high rise building plan came tumbling down Tuesday as the City Commission voted 3-1 against the proposed seven-story Giffen Building on the southeast corner of Bird Road and Estancia Street. The Commission majority's action resulted in a post-meeting blast from promoter-developer James R. Lowry. Lowry, former Chamber of Commerce president and president of Douglas Entrance Corp., called Commissioners George Wilson and Joe Murphy on their negative vote on the $800,000 high rise building proposal. The site is two blocks east of Coral Gables High School and two blocks west of Ponce de Leon Boulevard. Wilson and Murphy voted for Commissioner Franklin Evans' motion to deny. Mayor Robert L. Searle cast the only favorable vote and Commissioner C. L. (Jerry) Dressel Jr., abstained, saying he thought the Commission should wait before taking action. Lowry charged that the development of the City was being held back by persons who moved recently. About a dozen objectors appeared at the Commission meeting to protest the contemplated action. Frank Solomon, attorney for the builders, asked the Commission for permission to go up five stories after being turned down on seven. But the Commission took no action on his new proposal other than to waive the one-year waiting period required under the law. The meeting produced lively comment from residents living north of Bird Road. Abraham Stein, 301 Velarde Ave., charged that legal notice had not been given for the meeting. This brought a denial from Miss Loretta Sheehy, who said notices were sent to affected residents and legal notice published in the newspapers. Stein said also that the building violated the zoning code of money and seven-story buildings, you wonder if you are still in Coral Gables,' said Paul Hiller, 243 Velarde. He proposed that high rise buildings be built in Miami. The high rise proposal brought out Mrs. George Merrick, widow of the late founder of the City and owner of property near the affected area. "I would be happy to see the original plan carried out," said Mrs. Merrick, but she added that the awaited report of Rader and Associates might cause her to change her thinking in line with modern trends. The "original plan," generally limited buildings to three stories. City Commissioners met with Rader officials Monday to hear a preliminary report of their high rise and zoning studies. Rader is to meet later with the Zoning and planning Boards and others before presenting its final recommendations.
