South Miami Savings, Loan Building OK'd

South Miami Federal Savings and Loan Association, presently in leased quarters at 5749 Sunset Dr., will build a permanent structure at 6031 Sunset Dr. or directly across Sunset Dr. from the South Miami City Hall, South Miami Council learned Tuesday night. Long rumored but never verified, the proposed savings and loan structure is still in the planning stages. But Council granted the financial institution a variance for a temporary sign to be erected on the tract announcing the proposed building. In other action, Council: ACCEPTED the low bid of Deel Motors, Inc., for a 1961 Tudor Falcon to be used by one of the city's inspectors. The city traded in a 1954 model Plymouth for the new Falcon. TURNED DOWN all bids for the construction of an addition to City Hall and made arrangements with the city's building department to act as general contractor for the job and use sub-contractors and day labor. There were a total of six bidders for the job, with the lowest being A. S. Green Construction Co. with a bid of $11,454. The city has $10,000 budgeted for the construction. The addition will be a squad room for the city's police headquarters on the north side of the police department. REZONED from an RU-1 to a C-1 useage certain properties on the northwest corner of Sunset Dr. and SW 62nd Ave., according to a petition from Iverson Head, property owner. The land is slated to be used for a shopping center. TABLED approval of the final plat of Ciauflone subdivision, three lots on the south-east corner of SW 58th Ave. and 80th St., because the city had no record of a subdivision bond. PASSED on third and final reading an ordinance changing the city's code of ordinances and and providing for the location of liquor establishments in relation to churches and schools. Passage of the ordinance was over the objections of Councilman Wallace Rinz, who wanted more time to study the ordinance.

Colonel Berkowitz Retires From Air Force

Lt. Col. Melvin Berkowitz, son of Mrs. S. Moorash, 1640 SW 18th St., has retired from active military duty after 20 years of service. At the retirement ceremony held at Robins Air Force Base, Colo., Berkowitz, of the WRAMA Procurement and Production Directorate, was awarded an Air Force commendation medal for exceptionally meritorious service while serving as military chief, Assistant for Contract Administration.

Wynne Bids His Farewell To Commission

Metro Commission - bound Winston W. Wynne, a Coral Gables City Commissioner for the past 31⁄2 years, bid his fellow commissioners adieu Tuesday—his last day on the City Commission. His departure touched off a wave of speculation about a replacement, but the Commission took no action Tuesday. An appointment is expected at the next meeting, scheduled for Jan. 10. Championed Metro Wynne, who championed the cause of Metropolitan government in and out of the Commission, was cited by Mayor John Montgomery for his contributions while on the City board. Often a minority of one on the question of cooperation with Metro, Wynne was praised for his "ability to stick with your gun," by the mayor. Wynne and Commissioner Joe Murphy tied for Wynne's seat on the Commission after he failed to defeat Montgomery for mayor in the last municipal election. Bowed To Wynne Murphy, who is up for re-election in April, bowed to Wynne on the question of who would get the four-year and the two year term. Wynne later ran for a Metro Commission seat and won, creating a vacancy in the City Commission as of January. The City Charter provides for replacement by appointment of the City Commission.

O. K. Houstoun Jr., designer of Coral Gables' new fire station, has been named associated member of the Coral Gables Board of Architects, a board he has served on before.

Merchants Give Views On Sunday Openings

Are Sunday store openings a violation of the Sabbath or are they a convenience to the shopper who is hard pressed to keep up with his job and the shopping demands of the season? The Times took the problem to four area spokesman for widely different views on the topic. Here are their opinions: In a release to THE TIMES, the Perrine Ministerial Association wrote, "It is an indication of the growing materialism of our land as well as an infringement upon family time and church activities. A resolution condemning Sunday openings has been passed unanimously by the Association." Al Friedman, president of the Retail Merchants Division of the Coral Gables Chamber of Commerce, said that his members are opposed to Sunday business for religious, economic and humanitarian reasons. "To violate the one day in the week reserved for rest and contemplation is unthinkable," he said. Center Spokesman In reference to the Perrine association's statement, Strauss Gantz, the Cutler Ridge Shopping Center's publicity director, said, "The Association told our representatives at a meeting that it understood our viewpoint and we, on the other hand, said that we were happy the group was registering its complaint." The Center has been open Sundays during the Christmas buying rush. Further, Gantz said that the Center has excellent relations with clubs and churches. "Three hundred Baptists held a dinner in the Center's auditorium without cost Friday, and Baptists certainly are opposed to the openings," he said. Regarding volume of business, Gantz said that thousands of shoppers bought at the Center between noon and 6 p.m. on Dec. 4, the second Sunday the Center was open. "Dollar volume was as great as a busy Saturday, indicating the need for Sunday shopping," said Gantz. However, Gantz said that the Center would be the first in line for any crusade to end Sunday shopping. As long as other stores are open Sunday, though, it behooves tenants to remain open, he declared. As for workers, Gantz said that the regular staffs worked only one of the four open Sundays and that part-time help was used to replace them. An opposite side of the picture, however, is presented by the spokesman for a nationwide chain. J. C. Penny Co. maintains a national policy of closing on Sunday. Penny Policy Manager of the Central Plaza Store, James Wunderlich, explained the long-standing practice. "We have always believed that one day a week should be left open for people to do exactly as they please. In the Flamingo Plaza our store is the only one closed on Sunday." Wunderlich continued, "we don't lose any business, because our public expects us to be closed on Sunday. Customers of a retail dry goods business have enough opportunity to shop on the six days we're open."
