W. Miami closing inspection station
From Page 1 site in March, decided to hold off to see what type of an agreement could be worked out between Metro and those cities still operating auto inspection stations. Representatives of the municipalities had agreed on a contract, which was presented to Goode earlier this month. Goode, in answer to the cities, agreed to most of the provisions requested by them. But West Miami, in particular, wanted expenses for police officers to control traffic near the auto inspection station as one of the costs of operating and maintaining the station. In answer to this, the county manager wrote, ". . . we do not agree that police related expenses should be considered operating costs under this agreement. It does not seem appropriate for some cities to benefit more or less than others by charging a portion of their police department budget to auto inspection." Mayor Cooper was also upset over the contract provision which named the county manager as the one to settle any financial disputes arising from the contract. "We are very disturbed with the contract provision naming the county manager as the arbitrator," the West Miami mayor said. "He is not a neutral party and should not be named." "The proposal from County Manager Goode is unacceptable, unwarranted and a one-sided argument. 'It's all in favor of the county . . .'" Mayor Edmund Cooper The county manager in his letter to the cities said, ". . . Since we are responsible (for auto inspection), we must maintain the ability to have the county manager settle any financial disputes arising under the agreement, with the understanding that he would present any seemingly unresolvable disputes to the county commission for its consideration." Under the general terms of the contract, the county would reimburse any city for revenue it lost inspecting vehicles during the current fiscal year. In addition, after deducting the cost of inspection stickers and an administrative fee to the county, the cities will be allowed to keep remaining monies collected from auto inspections provided that these funds be used for the operation and maintenance of the station. County Manager Goode didn't want police protection near the inspection station to be used as one of these expenses. Since West Miami's auto inspection station is on busy Ludlam Road, a West Miami police officer is often needed to keep motorists from blocking traffic while waiting to have their cars inspected. Mayor Cooper brought out that under the agreement, West Miami would have recovered the funds it would have lost through the operation of its inspection station. But West Miami could not have been reimbursed for the estimated $5,000 in police man-hours used in auto inspection this budget year. "Often during the daytime," the mayor explained, "there is only one police officer on duty in the city in addition to the police chief. And if he must spend so much time at the auto inspection station, it leaves the rest of the city without police protection." The closing of the West Miami station will leave just two auto inspection stations open in the area to inspect the growing number of vehicles. Volume is bound to increase at the inspection stations in Coral Gables and South Miami. A Metro station under construction now between Sunset and Kendall Drives on SW 117th Avenue is due to open in June, however. The West Miami inspection station, because it was open longer hours and on Saturdays, was number one in Dade County in the number of cars inspected last year. South Miami's station was second. The closing of the station will likely put seven full time and three part time employes out of work. But West Miami has given Metro the opportunity to lease and operate its station, provided the present personnel operating the station become Metro employes. The closing of West Miami's station climaxes months of efforts by Mayor Cooper to get an equitable agreement for those cities operating inspection stations. Under the present agreement, the municipalities must split their monies collected from inspections, which is causing some cities, including West Miami and Coral Gables, to lose money on their inspection stations. South Miami would be losing money, except that several auto inspection employes are paid with funds from a federally-funded grant.
