School Law Is Hailed As New Deal in State
The new school signed into law by Governor Caldwell Tuesday, May 20, will give the school children of Florida a "new deal" in education, according to Colin English, State Superintendent of Public Instruction. The Florida school head, long an advocate of the provisions of the new bill, hailed the measure as one of the greatest, "if not the greatest" steps ever taken in the field of education in the history of the state. To Spend Millions English estimated that under the new program a total of 50 million dollars per year would be spent on the schools by the state and the counties. The heart of the new program is the minimum foundation program which attempts to assure equality of opportunity for the Florida school-child regardless of the wealth of the county he lives in. English listed the highpoints of the program as: Hikes Pay 1. The teacher salary increases which will be given on the basis of experience and training with particular emphasis on teachers who are college graduates, thus asuring better qualified teachers in the schools. 2. The reorganization of county school boards calling for five-member boards elected by a county-wide vote, eliminating "district favoritism" by making members responsible to the entire county. At the end of their present terms members will serve without pay. Consolidates 3. The consolidation of tax districts into one county-wide district in each county, effective in January. 4. Greater emphasis on better training for teachers. Teachers will be paid on a 12-month basis, be available for duty for 10 months. School principals will be or duty the entire year. Provision Made 5. The provisions for kindergartens, junior colleges, and special courses for exceptional or handicapped children, vocational training, and adult education. 6. The longer school term which provides for 180 days of school per year, nine full months. 7. The requirement that all county superintendents hold a certificate based on a four-year college degree, thus assuring the placing of superintendents with knowledge of school problems. State Can Allocate 8. The school building fund which allows the state to allocate funds for county school building construction. The state will allocate $300 per schoolroom to be matched with $160 per schoolroom from county funds. The bill was officially signed into law at a ceremony in Tallahassee, Tuesday, May 20. Present at the signing were Governor Caldwell, State School Supt. Colin English, Dr. Edgar Morphet, Rep. Neil McMullin, Senator LeRoy Collins, and the members of the Florida Citizeng Committee on Education.
'Sand in Shoes' Is Not a Myth For the Flannerys
"Sand in your shoes" is no myth as far as Coral Gables is concerned, according to Dr. and Mrs. M. G. Flannery, who returned here permanently after 16 months in Chicago. Dr. Flannery, then Col. Flannery, was chief of surgery at the Eitmore Hospital under the AAF. They have purchased the residence at 2701 Durango Street and the doctor intends to go into private practice. Their daughters, Mickey and Mary, will enter Ponce this fall while Ellen will be a student at the Elementary School.
