EDITOR: The newspaper articles concerning the proposed utility tax on unincorporated areas of Dade County leave one on a quandary. I was taught that the first principle of taxation is "uniformity." It is true that the home rule amendment gave Metro the right to assess a utility franchise tax; but on all of its citizens not just a selected few! Several attorneys assure me that my interpretation is right. If so, why has this not been publicized since it is apparently a well-known legal principle. Surely Mr. Long must know that such a general tax (on the city residents too) must fail and that the only other method available to put improvements into a specific area is for that area to create itself (by referendum) as a special tax district and assess itself for the improvements desire. A further point is that with an increase in federal taxes already enacted (Social Security), with an almost certain increase in auto insurance rates, and with the next state Legislature bound to increase its revenues, can our local economy stand any tax increase at this time. We have needs; parks, roads, librarys, street lighting, fire protection, etc., but can we afford them now when we have chronic unemployment and a sluggish economy. For the good of our county I urge the commissioners to consider "long" and well before sending Dade into a deflation down-spiral caused by taxation. NORMAN L. GREEN 5380 S.W. 64th Ave. • EDITOR: In your story of last week about the parking garage, your reporter not surprisingly missed the point rather badly. This structure which the contractors were gloomy about finishing by mid-April will be essentially complete by mid-December! While due credit must be given to God's beneficence, it is my guess that of the two main ingredients in this swift job, uncommon luck has had far less to do with success than the one magical factor of the attitude of the Caudle & Posey firm's management. An amateur onlooker like myself won't get to know who is who, but I do know that Coral Gables has been given a look at an outstanding achievement in construction headed by Messrs. Caudle, Pack and Holman. These men have my vote of thanks, which they can comfortably do without once they start counting the profits their hard and efficient work will reap from doing quickly a mammoth job which several other local contractors were convinced could not be done. In the crush of belated haste, sad to say, the architect-engineers Kononoff, Smith & Hamer saw some wise and grand design ideas chopped to mince by the grinder of expediency. The worst example of this, which, amusingly, it is still not too late to correct, is the decision to use steel piperail and screening. There's a mile of rusty pipe in our future and thousands of dollars of painting boondoggle for future taxpayers to put up with. It's possible to find an economical and esthetic substitute for this horror, but I hereby offer a wager of a steak dinner that it will not be found! To wind up on a positive accent, we should not forget that the City Commissioners took a bold and courageous step in giving the contractor a go-ahead for this garage. I hope they get a plaque. The condition of the contract was that 100 spaces should be ready by Dec. 17 and the remaining 200 spaces by Feb. 15, 1963. The April date Mr. Holmes speaks of was the originally contemplated time but that was before the contract was considerably revised and put out for bids.
