Last chance to oppose WM tax hike

By EDWIN KNIGHT Staff Writer West Miami taxpayers will have a final opportunity at next Wednesday's 7:30 p.m.. Sept. 22. council meeting for a say-so 30 per cent tax increase proposed to support the city's new budget going into effect Oct. 1. The first of the public hearings was held Sept. 8, when some 24 taxpayers turned out to learn of the city's need for nearly a third more in tax dollars. "Of the 24 people there for the public hearing on the millage rate," reported Mayor Edmund Cooper, "three spoke on the increase in taxes." The mayor added that one of the three complained of the sharp increase in taxes, another thought the budget should have been cut and the third merely wanted to know the reasons for a 30 per cent tax hike. The city's council listened to the property owners, but nonetheless passed on first reading the millage ordinance. Before compiling the budget, Mayor Cooper, the city's administrator, conducted an extensive survey, the results of which showed that most West Miamians would, albeit reluctantly, pay the tax increase to maintain the services they receive. The city also sent out one of its periodical newsletters to each home in the city explain ing the need for the sharp rise in taxes. ". . . The budget reflects the desires of West Miamians that the city continue to provide all the present muncipal services and their willingness to pay the necessary in- crease in taxes," the mayor pointed out in the newsletter. Mayor Cooper credits the spending of a $112,000 surplus in the current budget, higher costs of workmen's compensation, vehicle and medical insurance and increased costs of operating vehicles for much of the anticipated ad valorem tax hike.
