No Comment, Blount Says Of Metro Tax, But Mine Will Be Ready in April
City Tax Assessor T. C. Blount has no comments on the proposed Metro revaluation program, but his own program should be completed and ready for presentation to the City Commission in April, he said Tuesday. His study began back in July and will be considered by the Commission in making up the next budget in April. Analysis of his figures will be necessary before he comes up with a final report, Blount said. Blount was instructed by the Commission to use 75 per cent of 1961 construction costs and 50 per cent of 1961 land sales in figuring the new roll. Metro would draw up a new reassessment based on 50 per cent of the market value of property. Recent court decisions on Miami Beach hotels established that the county was using a 47% market value for valuation purposes, at least for some people. Unless the county makes the same yardstick available to all, Metro anticipates a rash of lawsuits by home owners seeking the same treatment. The county has said that taxes would remain about the same under its new valuation program. It looks toward eventual full valuation at the market price; this would be in line with state law. The Dade County voters turned down a controversial reassessment last August, voiding a provision of the Metro Charter which called for its implementation and the abolishment of such jobs in municipalities as that of Blount's in Coral Gables. The old Gables' assessment called for 100 per cent of 1941 construction costs and 40 per cent of 1954-55 land sales figures. The new provision here will double building values and increase land values 21⁄2 times. The predicted effect is to place many homes now largely exempted because of Homestead Exemption on the tax roll for a greater share of the load. The average homes would be changed little and the higher-priced homes will pay less.
They Oppose Parking Law
Two groups of Gableites turned up this week opposed to a proposed City ordinance which would prohibit parking on vacant lots unless the lots are brought up to considerably higher standards. The Retail Merchants Division and the Traffic and Parking Committee of the Chamber of Commerce say it would be bad. The committee's argument is that with increasing retail competition, such an ordinance would require business people and their employes to compete with customers for metered spaces.

A Gables resident, tired of noise, filed suit Wednesday in Circuit Court against M & M Cafeteria Inc. which operates the Pancake House, 866 Ponce de Leon Blvd. Marcus Morris and his wife Helen Morris filed suit through their attorney, Bernard B. Weksler, to enjoin the restaurant from creating a noise nuisance with its air conditioning equipment. Morris had sought unsuccessfully to get the City to back him in his fight with the restaurant.
