New Boat Docks For Matheson
A $95,000 part of a three-phase marina project is scheduled to get under way at Matheson Hammock in February. Bids have been called and are due Jan. 10. County Parks Director A. D. Barnes said last week that 75 boats will be accommodated following completion of the first phase and an additional 75 when the third phase is completed. The new marina will be located west of the present marina and just east of the fork in the road leading to the wading beaches. When completed, the old docking area will be demolished, Barnes said. The change, Barnes said, will provide more parking for those using the lagoon bathing area. Parking for that area will be extended to where boatmen now park. And the boat owners will have more parking facilities at there new location. Fueling facilities and rest rooms are included in the first phase, Barnes said. The second phase will entail construction of a snack bar and tackle shop and the third phase will expand facilities to 150 boats. Three parallel piers, 10 by 200 feet are entailed in the first phase, Barnes said. Thirty-seven catwalks to facilitate getting in and out of boats are also planned. The old facility, which is regarded as too close to the beach, will be removed with the exception of the boat launching area, Barnes said.

Gables Wants to Know Water, Water Everywhere But--Will The Rate Go Down?
Coral Gables is asking Circuit Court Judge Joe Eaton to spell out what his recent decision on the South Miami water rates case means to the Gables. The Gables City Commission Tuesday asked city attorney to check also with the county to see if it would join in a petition to the Circuit Court. Judge Eaton ruled recently that South Miami had the right to reduce South Miami's base water rate from $1.50 to $1.40 using a system-wide survey of the company's profits in South Miami, Coral Gables and the unincorporated area adjoining both. Attorney Semple reported to the Gables City Commission Monday that Judge Eaton's decision left unanswered the question of the exact effect of his decision on other communities and areas in the Consumers' system. Some have interpreted the court's decision following a three-year battle as indicative that Coral Gables and Metro have the same right to lower rates based on a system-wide basis as did South Miami. Semple indicated Monday that in his opinion it isn't that simple. He told the commission that it is still not known if similar action by the Gables would be interpreted in the same way in the courts or whether it might be interpreted as confiscatory. The Gables had made no survey of its own. There was also some discussion about the possibility of buying out Consumers, but the commission indicated they would await the outcome of pending litigation before a decision is made on this. Meanwhile, Hughlan Long, South Miami attorney who fought successfully against Consumers to keep the base rate at $1.40, asked the Circuit Court last week to set the fees in the case. Long, who was city attorney for the City of South Miami, during most of the controversy, is asking for an additional fee for his services. Consumers, which has indicated it will file an appeal on Judge Eaton's decision, has claimed $15,000 legal fees in filing the suit and fighting it to this point, $35,000 in engineering costs, and an additional $5,000 miscellaneous expenses. Long has asked the court to grant him a fee comparable to that claimed by Consumers.
Matheson Hammock Lagoon Don't Judge Us By Our Smell
Matheson Hammock Lagoon may look dirty and smell bad, but it's as pure as the driven snow, it says here. Harmful bacteria has never been excessive in all the years since the lagoon was opened in 1929, according to County Parks Director A. D. Barnes. "We've never had a bad report," said Barnes. The odor? That's caused by tannic acid seeping in from the mangrove area. And the dirty look? That's algae growing in the water. Barnes said. Tests are made every week in summer and less frequently at other times of the year, he said. Bacteria is all of the nice friendly type that won't make you ill, Barnes incidated. The reported contamination of the lagoon at Homestead Bayfront Park earlier this year was a false alarm, he said. Homestead Air Force Base officials declared the lagoon off limits following a rash of skin infections. Base personnel had tested the water and found bacteria abundant. But, Barnes said, all types of bacteria were counted when only harmful bacteria should have tallied. County tests showed no pollution, he said. The type of ear and other infections attributed to the lagoons are also prevalent at Venetian Pool and other bathing areas, the park director said. Matheson Hammock once had a large 20-foot opening at the center of the lagoon, but the opening was closed off and two smaller openings and a pipe substituted because of the problem of silt filling the lagoon area, said Barnes.
