S. Miami mayor votes to allow his wife to accompany him
By EDWIN KNIGHT Staff Writer A vote by a South Miami Mayor Jack Block at a council meeting last week raised some eyebrows, because it appeared to be a conflict of interest. The mayor's cast the deciding vote to allow his wife to accompany him at city expense to the League of Cities Mayors' Conference in Denver, Nov. 28. Since the mayor who otherwise would have had to pay for his wife's trip, it was considered that Mayor Block gained materially and financially from his deciding vote. But, prior to the vote, the mayor had received approval from the Florida Commission on Ethics to vote on his wife's trip. Mayor Block showed the letter to City Attorney Edward Moore prior to the voting on the resolution. Having Mayor and Mrs. Block journey to Denver will cost the city at least $616, which will come from the mayor's $2,500 expense account. As the result of a citizen's complaint about the mayor's wife joining the mayor at city expense in a trip with the South Miami High School band to El Salvador, the council in August prohibited future such junkets for the spouses of council members without council approval. The vote last week was the first since the passage of that resolution. The mayor defended his attendance at the National Mayor's Conference by pointing out that, by going to the conference last year, he actually saved the city money. The mayor explained that he discovered at the conference a federal program available to South Miami which saved the city as much as $50,000 in compensation to city empoloyes.
