Manager orders no statements about cops

By EDWIN KNIGHT Staff Writer The South Miami City Manager has ordered all city personnel to make no statements concerning the city's police department until a consultant, hired by the city to student the alleged problems within the department, finalizes his report. The order came in the form of a terse memorandum, dated Nov. 4, from City Manager Jack Present to all city department heads. The order was to take effect immediately. Present denies allegations that the memorandum was a gag order. "The whole police matter will be put in the hands of the consultant," he said. "When he arrives in South Miami, the consultant will be free to talk to anyone he wants to in order to learn the truth. Until then, these continued innuendoes, rumors and accusations are not in the best interests of the city." The accusations center around allegations made by former police officers, who claim that administrative methods used by Police Chief Sal Vizzini and his dealings with the Fraternal Order of Police are responsible for a high rate of turnover and low morale within the police department. Chief Vizzini denies the accusations, and Present hopes the consultant will be able to determine whether there is any truth in them. Though he declined to set a timetable for choosing the consultant, the city manager noted that he hoped to have the finished report by January, 1977.
