Heavens! Le Jeune Now 48 Days Behind
Le Jeune Road will not be ready in December as planned and construction will probably stretch well into February. It will also cost approximately $50,000 more than the $723,278 contracted for. The county will put up the money. That's the news revealed by the contractors, Troup Bros. Inc., this week. Troup has been granted a 48-day extension from its December deadline. The authorization is from the State Road Department which approved the changes necessitating more work time. According to State Road Department officials in Fort Lauderdale, the project, as of Sept. 30 was 65 per cent completed and 70 per cent of the time had elapsed. A contractor is allowed a 10 per cent time overage before being penalized—if the delay is caused by him. The penalty is a stiff one. The contractor is no longer permitted to bid on state jobs. Troup, in this instance, of course, is not subject to a penalty because SRD says the delays are not the firm's fault. This delay will come as a surprise to many persons who were told 10 weeks ago that the widening and improvement project was then two weeks ahead of schedule. Why the conflicting reports? According to Donald Grubbs, general superintendent for Troup Bros., the various aspects of construction were in the process of being reevaluated at the time of the last report and it was not determined until later that the program was actually 48 days behind. What caused the delays? • The changeover from concrete drainage ditch covers to concrete pipe in some stretches caused the State Road Department to allow Troup a 31-day extension. • Another 14-day extension of time was granted when the drainage ditch outfall location was changed from behind Coral Gables High School Athletic Field to a point on Vilabella Avenue. • Three more days were allowed when it was decided to (See Le Jeune, page 2)
Youth Center Lot City Referees In Weksler vs. Semple
By MAURICE LABELLE Times Reporter Attorney Bernard B. Weksler's appearance before the City Commission Tuesday to ask for an investigation of the Youth Center parking arrangement touched off a heated debate. Weksler also asked for an investigation of all agreements between the City and private (Editorial, page 4) (Background story, page 8) groups on land owned either by the City or individuals. Commissioners took no action on Weksler's requests. Pyrotechnics broke out when Weksler charged that City Attorney Ted Semple knowingly violated the terms of the City Charter when he negotiated a lease with James Sottile for use of the Old Youth Center tract in November, 1958. Weksler said that the City Charter calls for a 10-year lease. He said the lease negotiated by the City was in effect (See Tax, page 2)
Metro Finds Gableites Friendliest
(Picture on Page 6) Metropolitan government survived its most rigorous test Tuesday by only 8,193 votes and Coral Gables provided nearly half that margin. The McLeod Amendments, which would have eliminated Metro, lost, 104,573 to 96,380 countywide. The Gables' 12 precincts voted 7,657 for Metro and 4,094 for McLeod, a difference of 3,563. In percentages it was 65% for Metro and 35% for McLeod. The Herald errone- (See We Help, Page 2)
DeSoto & Granada
Changes are coming at the intersection of Granada Boulevard and DeSoto Boulevard. Granada Boulevard will now be made a through street and DeSoto Boulevard a stop street—the reverse of the condition now existing.
New Map
Coral Gables has a new map guaranteed not to produce any more law suits—it was made from engineering drawings. But you may need a magnifying glass to read it. The new three-color map is chock full of facts about the city's expenditures, lists various City departments and telephone numbers and other information.
City, University Explore Togetherness on Stadium
City and University of Miami officials met Tuesday night to explore the possibility of a joint venture which would provide the City and UM with various facilities, including a 40,000-seat football stadium on campus. The meeting was called by Mayor Robert L. Searle after he sounded out the City Commission to find out what they thought of the possibilities. Tuesday's meeting was strictly a feeling-out maneuver between the City and the University. Others likely will follow. UM officials, led by President Jay F. W. Pearson, listened with interest to the various suggestions. President Pearson carefully pointed out that the Board of Trustees would have the final word on any plan. A committee from the University is to explore the matter further with the City. Possibilities discussed Tuesday included a field house, a combination field house-auditorium or convention hall, a swimming pool, dual purpose stadium and dormitory, and a covered stadium that might double for basketball.
ACTING MANAGER
Finance Director Kenneth Allyn will be acting city manager while City Manager L. W. Robinson Jr. and the City Commission attend the Florida League of Municipalities meeting in Jacksonville Oct. 22-24.
