LIVE IN West Dade County? Then you'll be interested in this column. If you live in an area bordered by Tamiami Trail, North Kendall Dr., SW 97th Ave. and the railroad tracks near SW 70th St., this piece will be of particular importance to you. Cause we're going to discuss the incorporation of this area into a city. NEWS TO you? It was news to me, too, when I read in one of the dailies last week about a strong move afoot to make a giant city out of a huge portion of West Dade. The article told of a group with Ed Knight headed by a man named Eugene Flinn (he prefers to be called Gene) who feel we have been too long without the kind of government services we need and deserve. THE GROUP is named CITY and the letters stand for Committee to Incorporate This Year. Officers of the group are at 8404 Bird Road, where brochures can be gotten telling details of the incorporation move and petitions advocating the incorporation can be signed. Since I have been a longtime advocate of the incorporation of West Dade, I got one of these brochures and spoke at length with Gene Flinn. HERE'S THE story - Although Flinn and his group are pro-Metro ("it's wonderful for countywide services") Flinn is of the opinion that we could have a better community by incorporating. The list of services we need in this area is a lengthy one. And it costs money to do these things. But balance of the services against the cost of the homeowner could be a small item. FIRST WE'LL make a list of the things needed by the area and then we'll balance this against the income needed to pay for these services. We need better fire, police and zoning protection, a library, recreation facilities, street lights, planning, utility regulations, better garbage and trash pickup and streets. WE ALSO need canal regulations, lot clearings, an automobile inspection station, a Metro traffic Court, and most of all a community identification. Flinn refers to West Dade as a "blob," a county area that is urbanized but having no municipal services. Metro has been in operation for three years and we have received none of these services that we crave. ARE WE EVER going to get them? Maybe, maybe not. By incorporation we could be a separate entity, entitled to make laws, zone our area and protect the homeowner and the businessman. The next question is this: If we did incorporate, how much would we pay for these services? The answer depends on how much service we wanted. We could keep the city on a small scale and perhaps pay no taxes. THIS COULD be done by budgeting cigaret taxes collected in the area and by collecting a dime a head on all those attending Tropical Park Race Track. We could also use funds saved on fire insurance rates by having better fire protection. If we wanted more services, real and personal property taxes could be levied. But large or small, incorporation is the answer to the services we so urgently need.
