DADE'S 28TH MUNICIPALITY would look like this shaded area on the map if the CITY group would have its way. But Metro envisions a larger area extending further west to Snapper Creek Canal, bordered on the north by Tamiami Trail, on the East by the Palmetto By-Pass and the contours of Snapper Creek Canal on the south above North Kendall Drive.

You could find yourself in Justice of the Peace Court for failure to get the licenses, Owen said, but this is seldom necessary. "A warning is usually sufficient," he said. "All we want to do is for them to get a license." Are you properly licensed?

Metro Enthusiastic About Incorporating

(Continued from page 1) would withdraw from furnishing services. "The demand for services," said Benner," is outgrowing the tax base. Special tax districts, he said, are not the answer because "It takes a full time compute to figure individual taxes." Could Metro furnish the services? Said Welch: "We're standing still. We're holding the line." The vote on reassessment, Welch said, showed that: "People didn't want to pay any more taxes." Said Benner: "How does Metro convince people that it costs money for services?" On the other hand, Welch pointed out that Metro is planning recreational facilities throughout the county. Said Flinn: "Metro was sold on the idea of consolidation . . . Ultimately that would be the answer . . ." This was applauded by three dissidents of the incorporation plan who advocated county-wide approaches to problems. Flinn said he opposed the idea that county residents are getting a free ride now. Benner said that city residents pay little more than their share of county taxes and that in some cases the situation is reversed. On one point all participants agreed: It will take approval by a simple majority of the people in the area to create the proposed city. Further exploratory talks and study are indicated before the group can come up with a solid incorporation plan.
