The summary of the report stated: "There are many advantages which could accrue from the annexation of this area and also many financial disadvantages from an operating viewpoint. The advantages would be to clear up and define the present boundaries of Coral Gables south of S.W. 8th Street and the control by the city of the sanitation and drainage conditions which are so closely associated. The present condition of 8th Street is such that with normal zoning there could be a great improvement over the next ten year period. Most people believe that this is already a part of Coral Gables. About 90 per cent of the residences and apartments in the area are of concrete block and although smaller than the average Coral Gables home and apartment most of the houses would not be a detriment to the conditions of Coral Gables. However, there is much room for improvement, particularly in the 8th Street area. Most of the residents of the area already are a part of the community because of their working, and retail trading conditions. If the City of Coral Gables does not annex the area there is a possibility it might be annexed by the City of Miami at some future date. It would be well for the city to control bus transportation in this area because of its expected growth in the future. Cite Disadvantages "Some of the disadvantages are the present fundamental conditions of operating revenue caused by Homestead Exemption. When the average house is built there is a tendency for the property to disappear from the operating tax rolls. There would be a distinct operating revenue loss for the first few years. It is not possible to give a fair estimate of the proposition of the annual budget which should be charged to this area. Based on a total valuation, for the proposed area which could be allocated, it would be about one-tenth or $71,600. However, it is not believed that this would be a fair allocation when all the conditions are considered. Although eventually the annexation of this area, in addition to the normal growth of the city, could cause additional costs for personnel and equipment, it would not be quite fair to state that this was the entire reason for the increase."

Chest Drops Youth Center As Participant

"All of the Chest's publicity literature that was put out during its drive carried the Youth Center as one of the 22 participating agencies and gave no inkling that support would be withdrawn. Many ardent supporters of our Youth Center increased their Chest contributions because the Youth Center was to be among those aided." Gables Topped Quota He also pointed out that the Community Chest Drive netted only about 70 per cent of its quota in Dade County while in Coral Gables the quota was topped with a percentage of 125. "We were so anxious for the Chest drive to succeed that we stopped our own drive for funds ten days prior to the opening of the Chest drive just when we ad gained a momemtum that would have put us over the top," the Youth Center president said. Morgenthaler said that other means would have to be found to finance the Center's operation and that he was working on plans to accomplish that end.

Mr. and Mrs. Scott Deming, former Gableites who have been spending the winter in California, are now in their Indianapolis, Ind., home for the summer.

Dr. Peter Shih Guest Speaker For Methodist

Dr. Peter Shih, executive secretary of the YMCA in Chnuking, China will be the guest speaker at the Coral Gables Methodist Church at 7 p.m. Sunday. The subject of his address is, "The Impact of the Christian Missionary Movement on the Cultural Life of China." Formerly pastor of one of the largest churches in Nanking, Dr. Shih is a noted student of the Chinese classics and has done extensive work in philosophy. From 1935 to 1939 he studied and traveled in the United States, then returned to China where e became Dean and professor of the West China Theological Seminary. When he finishes his tour in the States, Dr. Shih will leave for Oslo, Norway to atend a conference.

Dr. Harry I. Marshall teacher, world traveler and author, spoke before the Coral Gables Breakfast Club yesterday morning, his subject being "Life and Critical Aspects of Life in India." Meeting at the La Sevilla Restaurant, 40 were present.

Keith Phillips Is Gables Ninth Mayor

As the second mayor of the Gables, Montanus contributed to the efficiency of municipal government. Another business man followed in the chief executive capacity, when C. Lee McGarr decided to try his luck at town hall. Owner of one of the city's first drug stores, McGarr, a civic-minded man, was elected mayor number three of the Gables. Most Colorful Probably the most colorful of mayors was Vincent D. Wyman, a retired Chicago prosecuting attorney. Making use of "big city" tactics, Wyman worked diligently to pass a refund bond issue to free the Gables from debt. Although he moved closer to his goal in every day he presided as mayor, Wyman was not in the executive chair when his program reached a successful conclusion. But he had the pleasure of seeing his policies achieved during the administration of the city's fifth mayor, Roscoe Brunstetter, an ardent supporter of Wyman. McGarry Popular One of the most popular city "bosses" was Paul D. McGarry, a municipal lawyer, who began the Gables political career while an attorney for the first city administration. World War II brought many changes to the peaceful community. Along with the turmoil came a new administration headed by Joe Whitley. A local real estate operator for many years, the seventh mayor held the city in check during the conflict. He was followed by Attorney Thomas C. Mayes to the civic throne. Mayes, an efficient leader, surrendered his executive position to Phillips in the election last week. Nevertheless he maintains the office of commissioner for two more years. Phillips, who was overwhelmingly boosted to the municipal helm, is no novice in political affairs. In private life he's a general agent for the Sun Life Assurance Co. of Canada.
