Dr. Wilgus's Talk Is Today At "U"

"Hispanic America in the World Today" and "Pan-Americanism" is subject for Dr. A. Curtis Wilgus' talk this afternoon at 4:30, the last of three lectures he is giving in the University of Miami's Hispanic-American institute. Dr. Wilgus, professor of Hispanic-American history at George Washington university, spoke Tuesday on the economics of Hispanic-America and Wednesday on the place of politics in Hispanic-American life. All of the institute lectures are open to the public without admission charge, and they are presented at 4:30 p.m. in the lecture room of the new classroom building on the main campus. Next week's speakers will be Dr. George I. Sanchez and John F. Parr, who will appear on Wednesday and Friday respectively. Dr. Sanchez, professor of Latin-American education at the University of Texas, will talk on education in Hispanic-America, and "Vocational Opportunities in Connection with Hispanic-America" is the title of Mr. Parr's lecture.

'Pet' Bills Feed Hoppers As Legislature Organizes

EYEING TALLAHASSEE By RUSSELL KAY (Florida Newspaper Service) During its first week in session, the 1947 Florida legislature spent most of the time in getting organized, but eager beavers with pet bills lost no time in feeding the hoppers of both House and Senate. Over 100 bills were introduced during the first week and some of them are of such a controversial nature that they can be depended upon to keep the boys busy for weeks to come. In his address to the legislature Governor Caldwell advanced a vast program for the expansion of State services that, if carried out, would call for many millions of dollars and a sharp increase in taxation. While Caldwell outlined State needs, he offered no suggestion as to how the necessary additional funds might be raised and left it to the legislature to worry about that part of it. One Tax Measure Only one tax measure was introduced during the week which proposes a 10 per cent tax on admissions to amusements and athletic contests. On the other hand, a tax reduction bill would do away with Florida's documentary stamp tax which, if passed, would lop off approximately a million and a half in State revenue. A bill is due in that a general 3 per cent sales tax bill will be introduced this week that proposes to exempts bills of sale between $50,000,000 and $100,000,000, give relief to real estate, expand schools and relieve cities and counties. The tax would be imposed on the sale of tangible property with certain exemptions. Opposition to the measure is strong and a real fight will develop on this measure. It has the backing of a powerful group in the Senate headed by Senator Shands who is chairman of the key appropriations committee. Seek Co-education Three bills were introduced to make the University of Florida and Florida State College for Women coeducational, two to create a State medical school or college, one to permit 18-year-olds to vote, two to prohibit livestock from running at large, five companion measures to set up a "white primary," one to take legislative pay and one to rewrite the constitution. All of these are highly controversial and will take a lot of time for action in committee and on the floor. Labor Represented Labor legislation which has caused an important part in the past two sessions won't be absent this year as Representative Tyn Cobb of Orlando plans to introduce a bill in the House this week which would prevent interference by labor disputes in the operation of public utilities such as power companies and telephone service. This bill is modeled after the Virginia law which has proven effective in preventing the stopping of essential services in that state during the current strike. The measure would require that the Governor be notified before any work stoppage, lockout, or strike became effective and then the chief executive would be called upon to determine whether or not such action menaced "public health, welfare or safety." Would Ban Strikes If he concluded that it would, he would be authorized to "issue an executive proclamation to that effect and stating that at the time of such strike or lockout he will take immediate possession of the facilities in the name of the State and workers would be considered employees of the State. The Governor, under the Act would have full power to replace strikers with other employees and picketing of a struck plant would be regarded as 'unlawful obstruction of the exercise of an esential function of State government.'" Labor unions bringing about interruption of the operation of the services a violation in of the proposed law, would be subject to a fine of up to $10,000 a day for each day such service was kept inactive. Community Property Representative Walter S. Hardin of Bradenton said that he would introduce a bill this week to make Florida a community property state. Under the community property system, the husband and wife are partners and each own half of the estate built up through their joint efforts. Because each owns half, although the husband may be the breadwinner, each pays income tax on half, which would result in a substantial saving in income tax, sponsors point out. Committees in both the House and Senate have enough problems to command their attention for weeks to come, and they will settle down to work this week. Public hearings will be required on many measures and action on many of the bills introduced the first week will not come until late in the session.

Stage Is Set For Final Race At Gulfstream

The $10,000 Hallandale Handicap at a mile and one eighth, closing day feature of the Gulfstream Park Spring season, has attracted a speed-jammed band of 16 nominees, according to nominations released today by Racing Secretary Emmett A. Hilleman. The race has attracted the cream of the thoroughbreds remaining in the Greater Miami area, and is only a shade light in class to the recent Gulfstream Park Handicap in which many of Saturday's eligibles chased Armed. Hipsudos Nominated The lineup is headed by Augustus and Nahm's Eternal Reward, a three-time stakes winner at the meeting and now angling for his fourth and richest victory. His competition in the Hallandale will be more severe than he has been asked to face in some of his other starts however. E. A. O'Connor's Statesman is back at tops, after recovering from a recent training setback, and flashed his form in a swift closing third to West Fleet and Hornbeam in Saturday's Miami Handicap at the unfamiliar distance of six furlongs. Free Jacques, Jacob Sher's grass king, got underway too late in the Fort Lauderdale Handicap and could not catch Eternal Reward. A more alert beginning might reverse that decision. Battlefire Is Veteran The veteran Battlefire, a two time winner at the meeting; R. S. McLaughlin's Kargarvie, still remembered for his sizzling pace in the Gulfstream Park Handicap; the Silver Barr Stable's Santa Claus and Mrs. Alfred Roberts' West Fleet are all capable, and loom as major challenges to Eternal Reward's hopes for four stakes triumphs at the meeting. PARKS POWERFUL FACTORS IN STATE RECREATION BUSINESS, CHAMBER SURVEY INDICATES

Parks, national and state, are powerful factors in the big business of recreation in Florida. These were visited by approximately 900,000 residents and tourists last year, the research and industrial division of the Florida State Chamber of Commerce reported recently in its weekly business review. "Summer tourists, coming in larger numbers each year to enjoy the beaches, parks and other recreation areas in all parts of Florida, spend more time out of doors than do the majority of winter visitors. "Summer vacations in business and school afford opportunity for Floridians to know their state better," the State Chamber emphasized. "Florida has four attraction areas designated as "national monuments"; Castillo de San Marcos and Fort Matanzas (both at Saint Augustine) are historic forts; Fort Jefferson (off Key West) is not only a historic fort but also a region for the study of bird and fish life; Santa Rosa Island (now the property of that county) at Pensacola is primarily a beach attraction. "Last year the official count of visitors to these four areas approximated 700,000. "Of the 13 state parks, eight are open to the public. In 1946 some 200,000 persons found pleasure and relaxation at these parks, a 75 per cent increase per park over 1941. Development, now under way, of additional areas will offer an even greater variety of recreation and emphasize, those areas which epitomize Florida, climatically and historically. "Approximately 35 camps for young people and many city and private recreational facilities for adults dot the state. Statistics on use of these areas are unavailable. "The full economic benefit of Florida's climatic advantage can be realized only as the beauties of the state are made comfortably accessible."

PLAN PRO CAREER

Two of the brightest stars on the 1946 University of Miami football team have decided to try for pro football positions next fall though, under war time rules, each had further eligibility remaining at Miami. Harvey James, center, goes to the Cleveland Browns and Bob McDougal, fullback, to the Green Bay Packers.

Tennis Matches Are Rescheduled

The tentative date for the Salvadore Park-Coral Gables Country Club match has been set for April 26. The matches which were scheduled to be played last Sunday were cancelled because of the wet courts. Tomorrow afternoon at 2:00 the matches between Salvadore Park and Henderson Park will be played at Henderson Park. On Sunday they will play Ft. Lauderdale on their own courts. The Salvadore Park team is backed up by its top player, George Pero who is ranked third in the south. Next Sunday the University of Miami will play Ft. Lauderdale Park on their courts in an afternoon match. This will be the championship match as the two teams have been tied for top honors to date. Last Sunday the University of Miami and Fort Lauderdale scored identical 8-1 victories over Henderson Park and Flamingo Park. Allen Richardson led the way of the men's singles by edging out Wrobbel in a 6-4, 6-1 match. Barbara Scofield took the only match played from Mrs. Hobart Wrobbel in a 6-0, 6-0 game. The league's top star, Buddy Behrens led his team to an overwhelming victory over Flamingo Park by defeating Dr. Julian Rickles 6-0, 6-0.

CAMPBELL AIMING FOR THREE LETTERS AT 'U'

If Robert Campbell continues to travel at his present clip, he will be the regular shortstop on the University of Miami baseball team and will be the only three letter man of the year for the Hurricanes. He played fullback on defense in football, broke the all time Miami scoring record in basketball with 318 points and on his own hook says baseball is his best game.

Dr. Harry I. Marshall, University of Miami faculty member and retired missionary to India, described his experiences in India yesterday to 45 members of the Coral Gables Breakfast Club yesterday morning at the Lasevilla Restaurant.

Saturday's Concert Will Be Of Interest To School Children

The third concert for young people by the University of Miami Symphony orchestra, conducted by Modeste Alloo, will be presented by the Miami Children's Theatre, Inc., tomorrow morning at 10:30 in the Miami Beach Senior High school. Joel Belov is associate conductor of the orchestra, and Edward Clarke of the University music school faculty will act as commentator for the program. Selections which the orchestra will play are Mendelssohn's overture to the "Midsummer Night's Dream"; the first movement of Schubert's unfinished symphony in B minor, No. 8; and Massenet's "The Feast" from the suite "Picturesque Scenes." The orchestra will also play "Invitation to the Dance" by Weber-Berlioz and "Triumphant March of the Boyaren" by Halvorsen.

Karkote, an automobile underbody protective coating, which prevents rust, corrosion and deadens road and engine noises is now available to Gableites. Godwin Service Station, 245 Coral Way; Ireland Brothers, 1611 Ponce de Leon Blvd.; George Rawlins Service Station, 2135 Ponce de Leon Blvd.; Riviera Service Station, 201 Bird Road, and Thiel Motors, 2100 Ponce de Leon Blvd., are now equipped to spray automobiles with gilsonite, an asphalt material, designed to combat rust and corrosion. The process includes the cleaning of the automobile, followed by the spraying of gilsonite underneath the car, one-eighth inch in tickness. Karkote is the trade name for Insul-mastic Dednox, which has been applied as an undercoating to over 70,000 freight and Pullman cars by leading rail car manufacturers in the United States.

Interloper Takes Favorite Spot Of Gables Parker

Force of habit got the force out this week to aid a Gables resident whose 22-year-old car-parking habits came in danger of disruption by person or persons unknown. Called to the scene of the "crime," policemen found that a strange car had been parked beneath the tree under which the lady had placed hers for 22 years. Police, since the owner was not in sight, left a note telling the owner not to park there any more. Peace reigned once again.

Huge Investment In Construction

An investment of $223,000,000 in all types of construction in Florida is shown in contracts actually awarded since January first of last year, the research and industrial division of the Florida State Chamber of Commerce pointed out yesterday in its weekly business review. "The most significant aspect of construction in the state through February of this year was the fact that $156,000,000, or 70 per cent, of the total volume was for private and industrial building, contrasting highly with the last four years of extensive government spending. It was brought out that "with the easing of materials, labor and government regulations, it is reasonable to assume that the contract-let-total actually will reach completion. "In 1946 the awarded total was greater than any annual total except in 1942 when war construction was at its peak. This 1946 Florida total was 145 per cent above the previous year and contrasts favorably with a 50 per cent average increase for the entire South. "By types, the Florida total through February, 1947 shows $102,303,000 for private building (assembly, commercial, residential, office); $53,629,000 for industrial building (including private utilities); $19,555,000 for the construction of all types of public buildings; $22,587,000 for public engineering (waterworks, sewers, drainage, etc.) and $26,885,000 for roads, streets and bridges."
