We'll Have To Justify Separation

Coral Gables city officials will have to justify their reasons for seeking another delay in merging their 1962 fiscal year with Metro. City Manager L. W. Robinson Jr. said that he will probably carry the ball for the city at the July 11 meeting of the Metro Commission when the matter comes up again. The Metro Commission June 27 deferred taking action on the request until they heard from the city. Coinciding fiscal years and a unified tax roll using county assessments are provisions of the Metropolitan Home Rule Charter which was approved in a state-wide referendum after local approval. The Gables would have to adopt a 15-month budget next year to have its fiscal year coincide with Metro's. Presently, the fiscal year begins in July. The new year would start in October.

City Ponders Giblin Case's Next Move

"I'm not happy, but I'm not through," City Attorney Ted Semple said Monday. He spoke of the State Supreme Court ruling upholding a lower court which kept former Circuit Judge Vincent Giblin out of Coral Gables Municipal Court. The Supreme Court last week refused to review a lower court decision for Giblin in the Jan. 23, 1959, traffic case. Giblin had been charged with disobeying and interfering with a police officer after the officer stopped Giblin's wife for going 36 miles an hour in a 25-mile-an-hour zone on Blue Road. The judge, on his way to Circuit Court took the wheel from his wife and left the officer to write his ticket. Semple who had asked the high ocurt to hear the famous traffic case, said that it may be possible to get the court to hear the case again because of another clouded facet. The City attorney was referring to the Circuit Court action in which a Hillsborough County Circuit judge, L. L. Parks, was appointed by the Supreme Court to hear one of the many legal actions after Dade circuit judge had declined to sit on the case. Parks, said Semple, told Giblin to face the charges in Municipal Court, but never signed the order. The case was left hanging as a result.

Giralda Parking Decision Delayed

The decision whether to have angle or parallel parking on Giralda Avenue between Ponce de Leon Boulevard and Galiano Street will determine when the beautification project will start, City Manager L. W. Robinson Jr. says. A conference with Edmund Friedman, consulting engineer for the city, is scheduled before the decision is made. Cost of the project, originally estimated at $40,000, was whittled down to $20,000, with the city and property owners sharing costs equally, the city manager said.
