Carroll Seghers II He's Most Unreceptive To UM's New Degree: 'Persona Non Grata'
(Editorial, page 4) Gableite photographer Carroll Seghers II, whose sexy pictures in The Saturday Evening Post upset the University of Miami, spoke up in his own defense this week. He did so in a letter to Dr. Robert Johns, the University's executive vice president. It was Dr. Johns who wrote Seghers earlier: "I regret to inform you that you are persona non grata at this University, and our security forces have been asked to remove you from the campus if you come on it without the specific permission of the undersigned." Dr. Johns said he took the action after reviewing the Post article of Sept. 16, "Troubles at Sun-Tan U." Seghers took eight photographs which accompanied the text, a story which despite its title was generally favorable to the University. Seghers is a free-lance photographer whose work frequently appears in national publications and he has won several awards. Here is what he wrote to Dr. Johns: Dear Dr. Johns: I have read with interest your letter of Sept. 11, 1961, banning me from the University of Miami campus. I would like however to invite you in the interest of the University of Miami to consider all the facts about The Saturday Evening Post pictures. The lead picture that seems to be most objectionable to the University of Miami was taken at Crandon Park and I have never before or since spoken to the students shown, so it could hardly be called a posed picture. It was taken with a telephoto lense and we had to go to a great deal of trouble to get help with identification from other University of Miami students. On another picture, we even misnamed one student photographed in art class because I at no time spoke to her and the Art instructor who later identified her from the pictures for us was mistaken. I expressed concern about the layout to the Post in a letter dated, July 10th. This letter can be made available to you if you are interested. To Show Cause... City Fathers March To Court Next Week
By MAURICE LABELLE Times Reporter City of Coral Gables officials and others will have to appear before Circuit Court Judge Pat Cannon Tuesday to show why they should not be held in contempt of court. They were haled into court by Judge Cannon for allegedly ignoring the terms of a court order instucting them to pay former Police Capt. Floyd P. Brasher $7,153 in back retirement pay and an additional $337 in interests and costs. The case, which dates back to Aug. 1958 when Brasher, was retired as head of the Traffic Division, is under appeal by the City. Leading the delegation to Judge Cannon's courtroom Tuesday at 11:15 a.m. will be Mayor Robert L. Searle. He will be accompanied by fellow commissioners Joe Murphy, George Wilson, C. L. Dressel Jr. and Dr. Franklin Evans. City Manager L. W. Robinson Jr. and Finance Director Kenneth Allyn, were also cited in the action, but City Attorney Ted Semple, whn has defended the suit, was not. Semple said he'll be there, however, and advised the Commission at Tueday's Commission to do the same. "If you're not there, you'll go to jail," Semple told the Commission. Semple said that members of the semi-autonomous Retirement Board also cited in the show cause petition, should get their own counsel to represent them. The board consists of members Harley Pittman, R. J. Crittenden, Mrs. Lucile Neher, Dwight Smith Jr. and Graham D. Monroe. Added to the long list who must show why they were not in contempt are the Security Trust Company, Thornton Fincher, president, and Paul D. Barnes Jr., trust officer and vice president, trustees of the Retirement Board. Brasher, represented by Brigham, Wright Goodwin & Dence, claimed upon retirement that a heart attack he suffered after normal rerirement time had been extended, was service incurred. The City claimed it was not. "This case should go as far as we can carry it," Semple told the Commission Tuesday. He said the suit for additional back retirement pay was improperly directed at the City and not the Retirement Board, which handles all the money. Semple advised the City not to pay. Meanwhile the large list of respondents must appear before Judge Cannon to show why they shouldn't have to go to jail for ignoring an August 10, 1960, court decree.
Gables Upheld, But High Riser Appeals
A. H. Sakolsky's proposed 12-story Biltmore Way apartment building suit is heading for the District Court of Appeals following last week's victory for the City of Coral Gables in Circuit Court. The court said in effect, the City had the right to change its mind after first okaying the structure's foundation. Robert C. Ward, Sakolsky's attorney, said Tuesday that he expects to file an appeal in the next few days. He has 60 days from the Sept. 28 decision in Judge Irving Cypen's court. "He (Sakolsky) wants to know one way or another whether he can build," Ward said. In dismissing the suit, Judge Cypen said that Sakolsky had good reason to know when he decided to build after getting a 3-2 decision from the then City Commission that the decision might be reversed and a large number of citizens were threatening to take the matter to court. The proposed "skyscraper" caused one of the greatest controversies ever in Coral Gables when the former Commission approved its construction over the objections of several hundred of residents. The resignation of Winston W. Wynne as commissioner opened the way for a reversal of that decision. Sakolsky had obtained a permit for the building's foundation, but final plans for the main structure had never been presented or approved.
Pay-More Tax Form Is Proposed
A new personal property tax form-sans red tape, but honest-that's the aim of the Coral Gables City Commission. The Commission conferred with Tax Assessor T. C. Blount Tuesday to discuss a form proposed by Blount designed, he says, to make it difficult for merchants to evade taxes on their personal property. After taking a look at the proposed form, the Commission indicated that they would like to look at personal property forms from other area communities to compare them with Blount's proposed form and the existing form. The forms to be studied are those of Miami, Miami Beach, Fort Lauderdale and Dade County.
Speed Up
Metro plans to up the speed limit on Le Jeune Road from South Dixie Highway to Cartagena Plaza from 30 to 35 miles per hour. The City Commission indicated it had no objection providing a hazardous shoulder condition is corrected.
No Meeting
There will be no meeting of the Coral Gables City Commission Oct. 24. Commissioners are scheduled to attend the Florida League of Municipalities' meeting in Jacksonville at that time.
