Commissioners Say No To Gibbys, Then Yes

A cloud still hangs over the undug canal on Avenue Parma. But it appears the Gibby family will finally get a building permit. City Attorney Ted Semple told the City Commission Tuesday that the title to the property is being re-examined with an eye to coming up with a title acceptable to abutting property owners. Semple was to have had a resolution ready for the Commission approving the sale of the land in Blocks 42, 44, and 56, Riviera Section, at Tuesday's meeting. The resolution was to be based on an agreement worked out with almost all of the 18 property owners at a special meeting Sept. 26. Basically, the agreement calls for the sale of the undug canal land, linking the Coral Gables Waterway and the canal paralleling University Drive, to the property owners at a price fixed by a city appraiser. Meanwhile, the Commission voted 3-2 not to overrule a Zoning Board decision denying Dr. and Mrs. John F. Gibby, 806 Parma St. the right to build an addition five feet from the undug canal line. The proposal has been the subject of controversy for several weeks. The vote touched off a verbal hassle between Mrs. Gibby and Commissioner Joe Murphy. Murphy and Commissioner Franklin Evans charged that Mrs. Gibby had harrassed them to grant her the variance. Mrs. Gibby said she had been put off for years and the Commission was refusing to grant her a variance granted to other undug canal property owners. After Mrs. Gibby left, the Commission voted unanimously to grant her the variance as soon as the legal technicalities of the title are cleared.

That Rap at the Door May Be an Interviewer

By giving a few minutes of time, Coral Gables residents can help themselves to receive needed community services. Commissioner Joe Murphy is asking citizens of Coral Gables to cooperate with their Jaycees in the current campaign to discover just what are the civic needs of the community. The Coral Gables City Commission adopted Murphy's resolution Tuesday. Aided by the First Research Corp., Jaycees are presently polling some 600 Gables residents. Jaycee members are going door-to-door asking residents to fill out a questionnaire designed to guide the city and civic groups in future projects.
