His Clock Is Timely To The Year's Degree

The son of a winter visitor here and nephew of Gableite John T. Watters has invented a new type of clock at General Electric Co. at least 10 times as accurate as the best conventional timepiece. The inventor is Robert L. Watters, son of Ed C. Watters of Lakeside, Ohio. His father is a winter resident here. His uncle is John T. Watters of Coral Gables. The unusual clock gains or loses only five seconds a year, and even better performance may be obtained by keeping it in a fairly even temperature. At this point, the clock is a laboratory device and no plans to produce it commercially have been announced. Watters' invention operates on an entirely different principle from that of an ordinary clock. Its timing standard is a quartz crystal. ROBERT WATTERS

20,000 Tax Bills Out; Hold Good and Bad News

The last of approximately 20,000 tax bills went in the mail Friday, according to Finance Director Kenneth Allyn. There had been some doubt about getting the bills out last week when a one-of-a kind machine broke down and technicians had to be imported from Atlanta to fix it. The illness of Tax Collector Thomas H. Cleary, out three weeks, also caused a delay, Allyn said. For most the tax bills were good news. Approximately 7,000 got slight decreases. But for 2,300 others, however, the news was of an increase. The latter group included mostly business and commercial property and the higher priced homes. Part of the increase resulted when the City Commission raised millage from 17.69 to 19 mills. But the paying off of the Tax Participation Certificates this year shifted some of the millage from debt service to service, creating savings on the lower rung - homestead property, while raising it at the other end.
