OFF BEAT
by Maurice LaBelle The County is asking you to lie. It's just a little white lie; but if the situation were reversed it might be viewed differently. First, the Homestead exemption form sent out recently warns you of the danger of filing a false claim, then it asks you to file a false claim. "I hereby declare I understand the laws governing Homestead exemption including penalty for filing false claims," the card warns you. You are then asked to answer "yes" or "no" if you resided on your property on Jan. 1, 1963. The flip side of the card reads this way: "Please complete and sign this form. Place in envelope and return to this office by mail TODAY." If you signed it before Jan. 1 and followed the advice, you falsified a legal document. —ML— Gables Commissioner George Wilson's insistence on knowing more about a proposed plan by Oscar E. Dooly & Co.-Boettche & Co. to refinance a portion of the city's debt probably saved fellow commissioners from some embarrassment recently. The plan, which has worked out fine in some areas because of the tax break it offers on low interest bearing municipal bonds, fell through upon closer examination. Although it had the initial backing of Finance Director Kenneth Allyn and purported to save the City $170,000, Wilson pointed out the hazards and the gamble that might result in its adoption. The idea never reached the formal commission level. —ML— Few things a reporter will be told or learn will shock him, but some of the statements made privately about the relationship and responsibility of the individual to income taxes is sometimes startling. Especially when you consider the position of trust occupied by the persons involved. If you are a wage earner and Uncle Sam bites you every week for your share of the burden of government and charity, you have every justification for suspecting that every non-wage earner is not voluntarily surrendering his pro rata. As one prominent local man summarized it; "A man has to do something to keep up with expenses. Every thing keeps going up. You have to cheat on your income tax to survive." In other words, you set for yourself a certain standard of living. You then cheat as much as you have to to meet that standard. There is really very little difference between this philosophy and that of the criminal who justifies what he does because it provides him with an easy buck which he could not obtain through honest work. —ML—
Everybody's Business
by Rolfe Neill Gift List If you're looking for a distinctive Christmas gift I'd like to suggest "Song in America" by Burl Ives, published by Duell, Sloan and Pearce at $10 with 312 pages. There's quite an outcropping of interest in folk singing (Time had a cover on it last month, for instance) and for those interested in that subject, this book is a natural. As old troubadour Ives says: "Folk songs created in singers the spirit which generated them. "They can be sung by anyone who has imagination and can carry a melody. Sung by an individual they enrich his life, sung by groups they create a spirit of unity, and from this unity inevitably comes a sense of belonging." The book's printed on a handsome creamy paper and is boxed. Dot ... Dash -- One of the town's best known attorneys will lose his Gal Friday, probably in February, when she marries a client ... Early tentative conclusion of a special report being gotten up for City Commission by Financeman Ken Allyn; Downtown property requires more dollars' worth of services than it pays in through City taxes ... Don't miss the huge silver Yule tree in the Le Jeune window of City National Bank; it's a beaut... Isn't a small office building planned on that tiny (but pretty) shrubbed triangle in front of the nearly-complete seven-story Gulf Building? ... Why do we need a VIP Buick for the Gables? What's wrong with the traditional City Hall Fords? They're cheaper, over-burdened taxpayers may note ... The University is said to want $400,000 for its surplus north campus property near either end of the Youth Center.

By PHILLIPS RUSSELL Correspondent There are moments when all persons past 20 would be willing to join a League Against Christmas Carols. Christmas songs are among the most beautiful in the language, but when they are bellowed and screeched on the air, beginning shortly after Thanksgiving, they have been, by the time Christmas Day arrives, worn to frazzled fringes and all the fine sentiments in them have been stamped out by a grinding commercialism. An anti-league might at least have this effect: It could induce offenders to hold off until three days before Christmas and thus avoid the desecration that now visits many communities due to jumping the gun before Christmas is even in sight. There are times when the USA appears to be the only country in the world dedicated wholly to selling and salesmanship. We make a living trying to sell each other something. If we don't have a care, we can so exhaust ourselves that we will thank heaven annually when Christmas is over. Christmas songs were never written as an adjunct to selling 20 per cent more goods than last year.
