Granada-Coral Way Corner Still Unsettled

How to allow the southeast corner of Granada Boulevard and Coral Way to be developed couldn't be resolved again this week by the City Commission after lengthy debate with the owner and area property owners. The Commission deferred for two more weeks making a decision pending the possible sale of the property by the present owner, James A. Brennan. Brennan has been before the City Commission and Zoning Board twice in an effort to build two homes on three lots, including the corner lot. The Commission recently set the proposal back to the Zoning Board for their recommendation and they voted 3-1 to make two lots of the three and allow two buildings. But opponents, led by Dr. James A. Burns, 920 Coral Way, and attorney for most of the 20 dissidents, Harry J. Chadderton, claim that the second building could not have the setbacks required — 50-foot setback — in deed restrictions set up by Coral Gables founder George Merrick. Merrick's father, Solomon Merrick owned the plantation which George later expanded into the core area of the City. But City Attorney Ted Semple told the Commission that it was not their position to pass on deed restriction, simply the zoning laws. Commissioner Joe Murphy wasn't so sure. "We should know what the law is," said Murphy. "I'm not giving a curbstone opinion," replied Semple. The lengthy debate prompted Commissioner C. L. Dressel Jr. to remark that the Commission would be faced with the same problem if the property changes hands.

Inertia Hurts Latins--Beyer

Inertia is one of the biggest problems in the way of development in Latin America, Dr. Robert C. Beyer, professor of Hispanic - American History, told People to People Program members Friday. "If the people themselves do nothing, nothing is done," said Dr. Beyer, who recently spent some time in Colombia studying the Community Development Program — a joint effort of some firms and the government. Whereas the idea of community development is second nature to us, Dr. Beyer said, in Latin America it is very weak. But Dr. Beyer saw hope in the community development program well underway in many areas of Colombia. "I could feel excitement in that community," he said of an area near Cartagena, Coral Gables' sister city in the People to People exchange program. A similar program has worked well in India and the Phillipines, Dr. Beyer said, and if it does not run down in Colombia great things may be accomplished there. The UM professor said in the past the central government had been depended upon to provide activity. Colombia has been held back by a bloody civil war between the Conservatives and Liberals in which an estimated 300,000 deaths have occurred. Other problems have included land reforms, social and economic unrest. Dr. Beyer is the first of a series of speakers scheduled to address the People to People Program members.
