Gables, Cartagena Will Clasp Hands
While governments warily maneuver for propaganda advantage, the People to People Programs continue their direct, uncomplicated two-way explorations of friendship and understanding at the grass roots level. The People to People Committee of Coral Gables has been invited by its counterpart in the sister-city of Cartagena, Colombia to visit that city. The invitation is timed to coincide with the South American city's great annual fiesta celebrating its independence. Approximately 60 Coral Gables residents are planning to make the trip. A special flight from Miami International Airport will carry the party to Cartagena on Nov. 10, returning on Nov. 13. Area Renamed In her letter of invitation, Senora Evelia Porto de Mejia, chairman of the People to People Committee of Cartagena, mentions that the city council has re-named an area in the Bocagrande district of the city as Plaza Coral Gables. This is to be formally dedicated during the visit. The trip will complete the second round of visits between citizens of the two cities in a period of two years. In Nov. 1958 a group representative of the business, cultural and educational life of Cartagena was entertained in Coral Gables. Returning the visit, a similar cross-section from Coral Gables was greeted in Cartagena during Feb. 1959. A second Cartagena contingent was cordially hosted by Coral Gables citizens in April 1960. Now the two-year cycle will be completed with the planned Coral Gables return call in November. These exchanges have revealed the people of the two cities to each other as delightfully interesting companions with common ideals and aspirations. By deliberate intent, visitors to each city are hosted by men and women with similar business and cultural backgrounds. Discuss Problem Coral Gables doctors discuss their problems with Cartagena physicians. Merchants talk shop with merchants. Housewives compare notes on children, food and club activities. Secretaries chat with other business women. As a result of the interest generated by this program, our State Department has been persuaded to establish a permanent Inter-American Cultural Center in Cartagena. English language classes and a circulating library in English are among its services. Expenses of setting up the center, the salary of a director and a basic library have been provided by the State Department. Providing additional books for this library is a current project of the Coral Gables People to People Committee. A campaign to secure the donation of books of a technical and cultural nature or the money to buy them has been in progress for several weeks among the service clubs and other organizations in the city. Results thus far attained assure that a substantial addition to the library of the Inter-American Cultural Center will be presented to it during the November visit. Student Exchange Another result of the Coral Gables-Cartagena affiliation has been the establishment of a student exchange plan between the universities of the two cities. The Coral Gables Committee, in cooperation with the University of Miami, is providing funds to make possible a full two-semester year in the Medical School for Roberto Llamas, graduate student from Cartagena. In exchange, Ted R. Green, University of Miami government major, has just completed a semester year at the University of Cartagena. Dr. Ralph S. Boggs, director of the International Center of the University of Miami, points out that the United States in its official capacity is woefully sluggish in this phase of the cold war. "I am told that Soviet Russia is paying transportation costs and tuition for 600 students from Colombia alone to study in Russian universities." "It is obvious that greatly increased efforts by both government and private groups like the People to People Committee are vitally necessary if we are to cope with a propaganda effort of such magnitude," he said. The People to People exchange has sparked other, less exciting efforts to be genuinely helpful to new-found Cartagena friends. Learning that one of them is deeply interested in helping needy school children, the Gableites are quietly collecting children's clothing for that activity. In some schools pencils are scarce. So pencils bearing a friendship message from Coral Gables will help fill this need. On the ceremonial side, the Florida city will be represented on the November visit by vice-mayor Frank Kerdyk who will present a Coral Gables flag, embroidered with the seal of the city. The flag of Cartagena which was presented to Coral Gables when the last contingent from Cartagena visited the city, is now permanently displayed in the Commission Chamber at the City Hall. The People to People program was initiated by a White House Conference called by President Eisenhower in September 1956. Its aim is to construct a massive program of communication between Americans and citizens of other lands from which international good will can grow. The technique is direct people to people contacts, as distinct from official government contacts. As a result of the conference, some 32 national citizens committees have been organized. These represent a tremendous variety of interests and methods of approach. Town affiliation activities are only a small facet of the total activity. Coral Gables was the first to choose a Latin American city for affiliation under this program. SEVEN-YEAR-OLD Carolyn Latham is too young to be concerned about Latin American relations. But she is obviously fascinated by a handful of shiny white pencils bearing the inscription "Saludos de Coral Gables." Several thousand such pencils, a friendship offering to Cartagena school children, will be aboard the special Avianca flight which will take 60 members of the Coral Gables People to People Committee to Cartagena, Colombia, on Nov. 10. This goodwill mission will be the fourth exchange of personal visits within two years between citizens of the two cities.
Coin Laundry Gets A Veto
An appeal from the Coral Gables Zoning Board decision denying a proposal to establish a coin operated laundry on Ponce de Leon Blvd. met with a cold reception from the Coral Gables City Commission Tuesday. The Commission voted 4-1 to uphold the Zoning Board against E. J. Davidson, who planned the operation at 1520 Ponce de Leon Blvd. near Tyler's Restaurant. Several area residents and property and business owners had objected to that type of operation in their area. Mayor John M. Montgomery cast the only vote against the Zoning Board's recommendation.
