Joint Session Called On High Risers

A joint meeting of the Zoning and Planning Boards, the Board of Architects and the Coral Gables City Commission has been called by the Commission to brief the boards on the new "high rise" ordinance adopted Tuesday which will become law in less than 30 days. The ordinance, adopted unanimously after City Commissioner Joe Murphy's move to have the high rise building question put on the April municipal election ballot, places stringent limitations on their construction. Association Splits Adoption of the Law has split the Coral Gables Citizens Association, an organization recently created to block the erection of a proposed 12-story apartment at 720 Biltmore Way. One faction, led by the organization's officers and majority of board of directors, favors limited construction of multiple-story buildings in certain areas. But another group, led by attorney John Wynn, violently opposes all high rise buildings anywhere. The internal fight has, temporarily at least, postponed a decision by the group on whether to petition for a referendum on the question and the exact questions to be voted on. The high rise building law adopted Tuesday makes it illegal to approve a multiple-story building over three stories on an emergency ordinance. Public Hearing A public hearing must be held by the City Commission. All real property owners within 500 feet must be notified in writing. A notice must be published in a newspaper 10 days in advance of the meeting. The City Commission must provide standards, guides and qualifications and all zoning, building or architectural requirements must be met. If 20 percent of property owners object, a four-fifths vote of the Commission will be needed for approval of the request. A rejected proposal may not come up again for one year.

Thieves Raid Clothesline In Southwest Area

Some $88 in wearing apparel and linen was stolen from clotheslines at the home of Dorothy Mae Glissen, 5906 SW 68th St., over the weekend. About 20 pieces of clothing, bed linen and slip covers were taken from the clotheslines between 2 p.m. Saturday and noon Sunday, Mrs. Glisson told South Miami police.

A City Planner For Coral Gables?

Hiring of a city planner was proposed by City Commission Frank Kerdyk Tuesday. Kerdyk said Wednesday that current problems necessitate acquiring the services of a professional planner. "We've just got to determine a plan of action for the city," said Kerdyk, pointing to the problem of high rise buildings as an example. The Planning Board has been given certain duties, he said, but they have been handicapped by the lack of an overall plan. He pointed out that South Miami recently got the services of a professional planner and that their reaction should be studied to help determine what Coral Gables should do and how much it would cost. The City Commission, which heard Kerdyk's proposal at Tuesday's meeting, decided to place the matter on the agenda of a future conference meeting. Kerdyk's proposal is one that has been advanced from time to time. Charles Finkelstein, former chairman of the "Committee of 33" or Urban Renewal Committee, made a similar recommendation more than two years ago, but he got a cool reception. The city's policy has generally been to play it by ear-attempting to solve problems as they came to a head. The Planning Board is charged from time to time with certain problems. A group of local leaders met at the Coral Gables Country Club approximately four years ago to discuss the problem of planning, but no planner was hired.

Burrell Joins Fullwood In Adieu To City

Two persons prominent in Coral Gables sports headlines in recent years bid their adieu Tuesday to join the ranks of private business. They are Leo Fullwood, former tennis pro at Salvadore Park, and William Burrell, teacher and swimming coach at Coral Gables High School. Both had become disgruntled with their positions in recent months when their long records of accomplishment failed to generate the enthusiasm and support they had expected. Burrell, who will retain his post with the Coral Gables Swimming Association, has been at odds with city swimming policies in recent years and Fullwood recently criticized the lack of support for tennis activities at Salvadore Park. He met with the City Commission last week and offered a long list of suggested improvements. Tuesday, the City Commission presented him with a resolution citing him for his service as tennis pro since Sept. 28, 1946.

(Continued From Page One) Next highest will serve two-year terms. Any person qualified to vote may run for the four seats by paying a $100 filing fee, which is not refundable. To qualify to vote in Coral Gables city elections, a person must have been a resident of Florida for one year and of Coral Gables for at least six months and be 21 or more. Qualifying opened Feb. 6 and will end at 5 p.m., March 14. But to vote, you will have only until March 11 to register - if you have not already done so. City Hall is open from 8 a.m. to 5 p.m., but on March 8, 9 and 10, registration will be taken until 9 p.m.

Six Named To Recreation Advisory Board

Six members of the seven-man Recreational Advisory Board recently created by the Coral Gables City Commission have been appointed. They are, Bernard B. Weksler, 435 Luenga; Mrs. Stanley Fosgate, 4204 San Amaro; William Charlton, 5537 Sardinia; Mrs. Dorothy Hoover, 631 Sevilla; Larry Adams, 1461 Mendavia, and Charles Rogers. A seventh member will be selected by the group at its first meeting. Conduct Studies The Board has been charged with the responsibility of conducting studies and doing research in connection with the city's recreation program and making recommendations to the city manager and Commission. It was created two weeks ago after Weksler appeared before the Commission and suggested that such a board was needed to straighten out a "jumbled recreation system." Yields Gavel Ironically, it was Mayor John M. Montgomery, frequently at odds with Weksler over policy matters in recent months, who surrendered his gavel to Vice Mayor Frank Kerdyk to make the motion.

Reg Kennedy Teaching Creative Writing Course

Reg Kennedy, former editor of The Times of Coral Gables, is conducting a course in Creative Writing at the Adult Evening School at Southwest High School. The course is a study of the principles and methods of creative writing with special attention to article and short story writing. Original composition by the students is an important part of the course. Classes meet every Tuesday from 7 p.m. to 10 p.m. Registration may be made any evening from Monday to Friday at Southwest High School, 8855 SW 50th Ter.

'Rock And Roll' Jars Residents Along LeJeune

Residents along Lejeune Rd. are complaining about "rock and roll." The rock is a huge mound created by Troup Brothers Construction Co. at the intersection of LeJeune and University Dr. in connection with the widening project from South Dixie Hwy. to Tamiami Trail. Mrs. Enoch Erickson, who lives nearby, complained to the Coral Gables City Commission Tuesday about dust, dirt and other conditions caused by the earth mound. Huge equipment rolling by his home at 365 Malaga caused Clarence Brandes to complain, too. ".. My house rocks" everytime equipment rolls by, Brandes complained. He added that plaster walls in his home are cracking from the pounding. The Commission felt that Brandes had a complaint that should be taken up with Troup Brothers. As for Mrs. Erickson, 30 days or so should see the removal of the "mountain of dirt" and accompanying annoyances, it was decided.

Law Covers 'Loud Sneezes'

"It would cover everything from a loud sneeze, in my opinion . . .", said City Attorney Ted Semple Tuesday of an ordinance covering noise in residential areas of Coral Gables. Semple asked that the proposed noise ordinance be adopted by the City Commission, because it was not included in the Municipal Code adopted by the city earlier. It had been law before the code was approved. Approval is expected next week.

New Conflict of Interest Ordinance Is Adopted

By Kerdyk The controversial piece of legislation was introduced by Commissioner Frank Kerdyk after Murphy failed to have the proposed Charter revision placed on the April municipal election ballot. Murphy received the support of Commissioner James Hess soon after Hess was appointed to replace former commissioner Winston W. Wynne, but Kerdyk, Mayor John M. Montgomery and Commissioner Robert Searle were opposed to the referendum route and tightening up by changing the Charter. They favored, instead, the ordinance route which was passed on first reading last week and adopted Tuesday. Murphy, backed by attorney Bernard Weksler, Tuesday made a last bid to change the wording in Kerdyk's ordinance to tighten up on what they felt were loopholes in the ordinance. Both Murphy and Weksler complained that indirect conflicts were not adequately covered. Murphy sought to have the wording in the ordinance changed to define a conflict as having a financial interest of any kind, but the wording stood as "direct financial interest."

Daniel K. Sobush, 6765 SW 16th Ter., was among 27 representatives from all sections of the country chosen to attend an orientation and sales school, conducted by Provident Mutual Life Insurance Company of Philadelphia at its home office, Jan. 30 to Feb. 3.

Gableite Is Named Canadian Racing Steward

Col. J. R. Younger, 2606 Alhambra Circle, has been appointed to the post of Steward Representing the Alberta Saskatchewan Thoroughbred Society for the season of 1961, according to D. K. Yorath, chairman of the Society. He will take up his duties before the opening of the racing season at Calgary, May 20. Younger takes over the position from Col. F. O. H. Eaton who is retiring after serving as Senior Steward since 1957. Raised On Farm Raised on a farm near Lynchburg, Va., Younger brings to his new post a distinguished background both in thoroughbred racing and in military service. His early years were spent in breaking, training and tending horses on his father's farm. Younger's military carrer began with the U. S. Air Corps in World War I. After completing the U. S. School of Military Aeronautics at Princeton University, he qualified as second lieutenant and combat pilot. Following World War I, he attended New York University and the Graduate School of Business Administration at Harvard. He was later called back into the service and served as a member of the faculty of the Industrial College of the Armed Forces. He was later promoted and assigned to the General Staff of the U. S. Army Air Force during World War II. In 1946, Younger retired from active duty in the rank of colonel and took up residence in Coral Gables. Younger was president of the Army and Navy Club of Coral Gables, director of the Rotary Club of Miami and president of the Crime Commission of Greater Miami for seven years. In 1950, he received the Gold Cup Award as the "Outstanding Citizen of the Greater Miami Area." Started Training Upon resigning from the presidency of the Crime Commission, he started training and completed Marshall Cassidy's Jockey Club School at Belmont and Jamaica race courses.
