City approves auto inspection plan with Metro
south miami report ... edwin knight Sympathizing with the City of West Miami, South Miami Mayor Jack Block attempted to alter and, later, voted against a contract with Metro for the operation of South Miami's vehicle inspection state Tuesday night, May 25. But the three remaining council members in attendance at the special council meeting overrode the mayor and approved an agreement with the county. The same agreement was refused by the City of West Miami council. That city will shut down its inspection station June 16. The mayor objected to the same clause in the contract which irritated West Miami council members - that traffic control cannot be listed as an expense in the use of monies for the maintenance of the inspection station. "I can see the day when South Miami may have to use police in the controlling of traffic near the inspection station," Block pointed out, "and I find this an objectionable clause." The mayor also disliked the clause in the contract which named the county manager and the county commisison as the arbitrators in any disagreements between the county and municipalities operating inspection stations. Other members of the council and City Manager Jack Present thought the contract was a good one and beneficial to the city. "I'd hate to lose the contract," said Councilwoman Mrs. Cathy McCann. "I can live with this, as a benefit to the city's residents." The controversial contract orginated with those cities operating vehicle inspection stations. It is a means of giving the municipalities a more equitable division of monies collected through auto inspections. Under the broadest terms of the six-page contract, cities would be allowed to keep all monies collected through auto inspections, with the money being kept in a special fund for the operation and maintenance of the stations. The contract spells out the allowable expenses in the operation of the inspection stations, with traffic control not being one such expense. The contract also reimburses the municipalities for funds lost in the current fiscal year for the operation of their inspection stations. Both West Miami and Coral Gables lost money this year. South Miami didn't because some of the inspection station employes were paid with funds from a federal grant. Meanwhile, as a prelude to closing down its inspection station, the City of West Miami has decided to cut back on the operating hours of its inspection station. From now until the June 16 closing, the city site will be open for the same hours as are the Metro-operated inspection stations - that is, 9 a.m. to 5:30 p.m. Tuesdays; 10:30 a.m. to 7 p.m. Wednesdays; 8:30 a.m. to 5 p.m. Thursdays and Fridays and 8 a.m. to 4:30 p.m. Saturdays. The station will be closed Mondays. Scheduled to on open June 1 to help Coral Gables and South Miami in taking up the slack created by the closing of the West Miami inspection station is the Metro owned Kendall inspection station, between Sunset and Kendall Drives on SW 117th Avenue.
