Business signs removal stayed
By EDWIN KNIGHT Staff Writer As a result of action taken at the May 25. City of South Miami council meeting, merchants in the city will likely get relief from a strict new sign ordinance which was being enforced by the city's administration. City legislators considered two ordinances on the agenda, one postponing the enforcement date for another three years and the other amending the ordinance by including a grandfather clause. The grandfather clause will allow a merchant to continue the use of his sign, even though the sign now is nonconforming. The council settled on the ordinance containing the grandfather clause, and passed this ordinance on first reading. Final reading and a public hearing on the ordinance is scheduled for the July 20 meeting. During the interim, however, Councilwoman Mrs. Cathy McCann has asked City Attorney Edward Moore to research and determine which signs will be protected by the grandfather clause. Unknown to many merchants, the council in May, 1975 passed a sweeping new sign ordinance aimed at ridding the city of rooftop signs and reducing the number of signs on the city's busier streets. The ordinance gave businessmen in the city a year, until May 6, 1976, to remove signs which did not conform to the new sign code. Unsuspecting merchants, many with heavy investments in signs particularly along South Dixie Highway, were oblivious of the contents of the ordinance until they were informed that their signs were nonconforming and had to be altered or removed. The city's administration had the duty of enforcing the ordinance. Some 60 notices were sent out to those merchants whose signs did not fit into the rigid confines of the new sign code. The notice gave the merchants until May 23 to remove non-conforming signs. The enforcement notice caused an outcry in the city's business community, which reached beyond the city's administration to members of the council. Threatened with suits which could render the entire ordinance ineffective, the council decided to consider an extension of the enforcement date or the inclusion of the grandfather clause. The grandfather clause, in its broadest terms, could allow the ordinance to pertain only to signs erected after May 6. The new ordinance reduced the number and the size of signs a merchant may have. It also reduces the height and square footage of signs and virtually eliminates rooftop signs, many of which are erected on South Dixie Highway to attract motorists moving through the city.
Watering Day
Thursday, May 27, was declared "Watering Day" by the Red/Sunset Merchants Association. Elizabeth Lurie (left), manager of the local Chase Federal Savings office, and Carolyn Greaves, South Miami Bank vice-president, took a horse-and-buggy ride through the area, encouraging merchants to care for the redwood planters which line the shopping avenues on Red Road and Sunset Drive.
