Merchants Asked: Please Help Us

Wrong information on commercial personal property forms is causing some City officials headaches and the July 1 deadline for surveying the reports may not be met. The system has been changed this year. Both Finance Director Kenneth Allyn and Internal Auditor Paul Gleman said this week that a recheck of forms submitted by merchants indicates that most of them have errors. 'T'aint so, says Tax Assessor T. C. Blount. He said only 139 were found in error and that he expects most of these to be cleared up in plenty of time for the Board of Equalization meeting July 1. T'is so, said Gleman, who has been given $1,000 and assigned three University of Miami graduate students in accounting to do the job of looking over more than 500 forms. "We need cooperation or we won't make the deadline," said Gleman, who added that the main job is in contacting merchants and setting up a time to go over returns. What's the problem? Merchants are still putting down the same figures they had last year but the basis for filing has changed. They are still using a 60 per cent of total inventory figure. They should be using 100 per cent under the new system. The new system was ordered by the City Commission following its property revaluation program. The program, only recently completed, nearly doubled the value of real estate on the City's tax books. Consequently, it is expected that the tax millage will be nearly halved to about 10 mills when the rate is set this summer. Taxes are yet to be levied under the new figures. At the same time, the Commission changed the system of filing on commercial personal property forms because the contemplated halving of the millage rate would create serious losses. This would result in an estimated $1.5 to $2 million drop in personal property valuations and about $15,000 to $20,000 in revenue. Gleman estimates he has already picked up more than $300,000 in valuations, which is equivalent to $3,000 at 10 mills. A side benefit to the City in the survey is that the auditors are picking up other discrepancies which should boost the total up somewhat more than the mere difference between the 60 per cent of inventory and the 100% required. "The tax will be no more and probably less for most," Allyn said, however. This results from the fact that the percentage to report jumped from 60% to 100% while the probable drop in millage will be 50 per cent. What will happen if Gleman is unable to complete the survey in time? Merchants failing to file the proper report can be back assessed with the addition of 10 per cent penalty, Allyn said.

Youth Show

The public is invited to the Youth Arts Festival at the Youth Center Saturday at 7 p.m. The festival will include crafts and ceramics exhibit, arts exhibit and a dance symposium in the gym. All exhibitions on display were accomplished by the children at the center.

3 City Employes Get Extra Time

Three Coral Gables employes, scheduled for retirement, have been extended by the Retirement Board. They are Cecil H. Wiggins, purchasing agent; Jessie B. Lewis, assistant purchasing agent; and Harley Pittman public service director. All three were extended three months to Aug. 1 beyond their previously extended retirement date of May 1.
