Sewer District's Charges Disputed

The City's Sanitary Sewer District 9 got all clogged up in detail Tuesday, but the Commission decided to go ahead on an ordinance confirming ordering of the work on first reading. The vote when 4 to 1, with Commissioner Joe Murphy casting the lone no vote because he said he felt the issue should be deferred until the air cleared and the basis for assessment established. Actually, the City had come up with the same formula based on lot units used on its previous seven other sanitary sewer districts, but some bugs developed in this plan because of mixed zoning and use in the industrial and Negro areas. Many 25-foot lots zoned commercial are used for residential purposes and vice versa, throwing off the equity of assessments because some homes use two 25-foot units according to some of the more than 40 objectors who showed up to protest Tuesday. Many of them were Negroes. Another dozen written objections were received by City Clerk Lorretta Sheehy. Estimated cost under the proposed system would have been $492 per unit. Some of the objectors sought to tie up 25-foot lots into 50-foot packages, which the Commission welcomed, but Edmund Friedman, consulting engineer, warned that this would raise the per-unit costs. Commissioner Murphy suggested that perhaps a front foot assessment would be more equitable. That raised the question of legality, since other projects had been on a unit basis, but City Attorney Ted Semple ruled that no infraction was involved. The matter is to be resolved before being presented on second and final reading at a later date. Mayor Robert L. Searle said the City hopes to have the estimated $487,000 project underway late this summer.

Kenworthys Die From Car Fumes

Mr. and Mrs. Harry E. Kenworthy were found dead in their home at 731 Malaga Ave. Tuesday morning, the victims of a freak accident. Carbon monoxide fumes from their Cadillac were circulated from the closed garage into the house via the central air conditioning system. Apparently, Mrs. Kenworthy had unintentionally left the motor running when she put the car up sometime Monday. Police said the battery was dead and the gas tank empty. The couple was found dead by a maid who came to work Tuesday at 8:50 a.m. Mr. Kenworthy was slumped in a dining room chair and his wife, still dressed in her housecoat with her sewing at her side, was in a living room chair. Their once-frolicsome poodle was on a bedroom floor. Mr. Kenworthy, 78, was a noted amateur golfer. His wife, 56, was president of the Granada Chapter of the American Cancer Society. They are survived by three daughters.

Alley Closing Sought For Building Erection

A plan to vacate a portion of an alley in the rear of the Coral Gables Times and The Guide building ran into opposition Tuesday from one of the property owners on the alley. Louis Schultz, who owns lots 40 and 41 on Palermo Avenue, demanded to know through his attorney Robert Shaughnessy why the closing was being requested. The City Commission gave him no answer, but deferred the item. City Manager L. W. Robinson Jr. said after the meeting that the request came from Richard Thiel, owner of two large tracts separated by the alley and bounded on three sides by Sevilla Avenue, LeJeune Road and Palermo Avenue. The Commission recently ordered an improvement district to have the alley paved from Salzedo Street to Le Jeune Road, but meantime Thiel came up with a request that the alley be vacated and closed just west of Flagler Custom Auto Interiors. Robinson said Thiel offered to create an "L" shaped alley with an exit on either Sevilla or a Palermo in the rear of the proposed unified tract. The purpose? To create a site for a large building, Robinson indicated.

Street Work Will Begin; Bid Awarded

Coral Gables' bumpy street improvement program is scheduled to get underway within 10 days with the award Tuesday of a $53,236 contract to Pan American Construction Co. Four downtown streets are in the first phase of the improvement program. They re: Salzedo Street from Navarre Avenue to Almeria Avenue. Galiano Street from Almeria Avenue to Merrick Way. Valencia Avenue from Le Jeune Road to Douglas Road. Andalusia Avenue from Le Jeune Road to Douglas Road. Pan American, the low bidder, has been given 45 days to complete the repaving work. Other streets in residential areas are to be bid on later.
