OFF BEAT
By Maurice Labelle Aren't those newly paved streets in Coral Gables nice to drive on? The City Commission deserves bouquet for finally doing what had to be done over the opposition of many people. It's a modest start to a program that could have long continuity until all the poorly surfaced streets are improved. —ML— Opponents of the street improvement program are not without some justification, however. The way they see it, everyone uses the streets — just as they, yet they pay for most of the costs save intersections and drainage. The answer they get is that everybody is in the same boat —the policy is equitable because previous improvements have been on that basis. Sounds fair enough — 'cept that all streets were not built as well, or maintained to some degree, and they vary in use and — more important — in width. To carry the argument to its conclusion, how, for instance can it be equally fair for a homeowner on a narrow 12-foot street and for Segovia Boulevard—45 feet wide? It's obvious that there is an inequity, and a rather serious one at that. The obvious thing is for city streets to be paid for from general taxes—not that this is not without inequity—but the difference is spread out over the entire population and the burden is not on the shoulders of a few. This is basically the theory behind County, State and Federal roads programs. —ML— Few things are more frustrating to a motorist than to learn that the speed limit on a street has been raised to the limit he got a speeding ticket for. —ML— Florida is not faultless in its traffic laws, but one thing to it's everlasting credit — it doesn't prohibit passing on the right. Several states, including some allegedly very enlightened ones—will arrest you for passing any vehicle on the right. This means that if the vehicle on your left slows or stops, you must slow or stop to keep from passing on the right. Obviously this law was designed for a two-lane society. —ML— People still living in the dark should take notice of the salutory effect lights have on crime prevention. For example: The Coliseum parking lot on Douglas Road once the site of almost nightly thefts from automobiles. Thieving there has been cut to a trickle since the owners installed just a few floodlamps. —ML— The physical violence visited upon referees and umpires in a game between a group of area baseballers and some Colombian youths during a recent visit there drew the observation from one member of the People to People Program that Americans must take into consideration the different background of the people and their general lack of respect for authority. That week American baseball pros were maligning themselves in a manner that has become the style and a few weeks later our own Orange Bowl was ripped by a wild riot when the wrong team won a football game. Then there was Oxford.
Chamber, Take Note
EDITOR: I have sent the following letter to a member of the board of directors of the Coral Gables Chamber of Commerce: Dear Sir: In furtherance of our conversation regarding my membership in the Coral Gables Chamber of Commerce, I am pleased to enclose a check for $50. You may recall that I voiced an opinion that it would be worth the $50 membership fee if the Chamber would accomplish only the following: 1) Make the Coral Gables Post Office more accessible to the motorist patronizing it. (It is utterly ridiculous to have only one access road with parking facilities i.e., west on Valencia Avenue, and it's one way!) 2) Reduce the "stop" time required by the intersection traffic lights servicing the arterial streets. (Some lights take one minute fifteen seconds for the yellow and red phases alone). 3) Synchronize the lights so that you do not have to stop at each and every light. I realize that the above problems are all related to traffic and its control, and in all probability there are more important problems facing the Chamber and the City; but I assure you the other problems are not more aggravating! I recently discussed the traffic and parking problems of our City with some friends and I was not too surprised when one exclaimed that he would rather shop in downtown Miami than the Gables because of the traffic and parking difficulties! Also, large shopping centers with their free and easy parking beckon to everyone, even though I am convinced that the merchants of Coral Gables have a larger variety of merchandise to offer, with prices as economical. On the heels of an increase in Occupational Licenses it might be well for the Chamber of Commerce and the City Fathers to ask what can they do for the Citizens of Coral Gables! I can think of no better place to start than to correct the above mentioned traffic and parking evils. W. KEITH PHILLIPS JR.
