with Ed Knight MOST VOTERS ARE a [?]sh lot. They are hasty, smug, complacent and think themselves completely attuned to daily happenings. But they aren't. They quickly form opinions about issues through talking with people who essentially agree with their own viewpoints and then go to the polls and vote the wrong way. THE AVERAGE American ...ter, and more particularly those residing in Dade County, is perhaps unique in history. He has a faculty for consistently voting the wrong way. But yet, it's not all his fault. To a large degree it's the fault of numerous civic groups which bellow to the top of their lungs, "It doesn't matter who or what you vote for, the main thing is go get out and vote." IT'S ALSO the fault of high-paid press agents and campaign managers who have unlimited funds to push a campaign issues and facts which would make Hitler's propaganda ministry look amateurish. And the public is duped. It has happened during past political campaigns and it's happening now. THIS BUSINESS about getting out the vote is a lot of hooey. The bigger the vote, the higher the precentage of uninformed voters. If a voter doesn't know the issues, he or she has no more business voting than a child. But when Oct. 17 rolls around, the polls will be full of voters who will vote yes when they mean no and no when they mean yes. IT'S A crime, that's what it is. But it's going to happen just as sure as the sun will come up on Oct. 17. On that day the fate of Metro essentially will be decided. This McLeod amendment that is coming up for a vote will wreck Metro. If that is what you want, you just go ahead and vote YES on your little ballot. If you do not want the McLeod Amendment as a substitute for Metro, be sure to vote NO. NOW, THOSE are the mechanics of the election. The other obligation for those who intend to vote on Oct. 17 is to find out — and I mean dig out the facts — on which is best for Dade County and more particularly the area in which they live. THE BEST and by far the most factual means are the daily and weekly newspapers and television stations. Read the newspapers thoroughly and listen to the television commentators. If you do, you'll find that both daily newspapers and all the television stations are against the McLeod Amendment. There must be a reason. What is it? It's simple. The people behind these means of communication, after long and careful study believe the Metro Charter, in its present form, to be better than the McLeod Amendment. THIS IS NOT to say that the present Metro Charter has no faults. It has plenty, but the McLeod Amendment is not the answer. People who have studied the McLeod Amendment feel the amendment will be a backward, rather than a forward step. The essentials of the McLeod Amendment would have been fine 10 or 20 years ago, but are outdated now. In essence, this is the question you must ask yourself: Do I want a county government that will override city boundaries for the good of all Dade County or do I want a county government subservient to the governments of the 27 municipalities? For us, you and me living in the county, the county government as the dominant government would be the better choice. THE MCLEOD amendment would return to the cities the power they formerly held before the passage of the Metro Charter. And with it, 27 separate sets of laws to be observed. Either the cities or the county must be dominant. I prefer one set of laws to 27 sets.
