But council doesn't act / SM mayor asks council to change vote
By EDWIN KNIGHT Staff Writer The mayor of South Miami admitted that his recent vote at a City Council meeting was in violation of the city's conflict of interest code. Mayor Jack Block said at the City Council meeting Tuesday night, Dec. 21, that he should not have voted in favor of his wife accompanying him to a mayor's conference in Denver. The mayor's was the deciding vote at the Nov. 16 meeting when the issue was discussed. "After the vote, I realized that it was a violation of the city's Code of Ethics, which I myself sponsored, and I'd like to have the vote changed to an abstention," said the mayor. "After the vote, I realized that it was in violation of the City's Code of Ethics... and I would like to have the vote changes to an abstention." Mayor Jack Block "Why do you want the vote changed now?" asked Councilwoman Mrs. Jean Willis. "Mrs. (Cathy) McCann and I objected at the time that it was wrong, but you voted anyway." The mayor replied that the abstention would look better on the record than the yes vote as it now stands. The other three council members in attendance at the meeting took no action on the mayor's proposal. Prior to the vote in November, the mayor said that he had checked with the Florida Commission on Ethics and had received their approval to vote on the matter. In spite of the approval, some criticized the mayor's vote because it would directly benefit the mayor. Following the vote, the mayor immediately began having second thoughts and decided against the city paying for his wife's trip. She accompanied him, but the mayor paid for her trip. City Attorney Edward Moore said at the Tuesday night meeting that he believed the mayor's Nov. 16 vote was in violation of the city's conflict of interest ordinance. But to be sure, he has written Florida Attorney General Robert Shevin for an opinion on whether the city's ordinance would supersede the state's ethics statutes. "Since the city's ethics code is more restrictive than the state's," explained the city attorney, "I would believe that the city's law would supersede the state's, and the vote would be a conflict of interest." According to the city's conflict of interest ordinance, any matter involving financial or personal interest shall disqualify a member of the city council from participating in the deliberation, as well as the voting, on an issue.

Coral Gables, South Miami asked for funds but were turned down

Donald Lebrun, director of the City of Coral Gables' Administrative Program Department said he can appreciate why Coral Gables wasn't chosen for any of the public works funds. "Coral Gables is a pretty affluent community," he reasoned, "and the applications we submitted were not for water systems or drainage systems or the like. Our applications were for improvements at the Biltmore, which were more of a cultural and recreational nature." Coral Gables submitted two applications for a total of $5,776,268, which would have helped the Metropolitan Museum and Art Center make improvements to the Biltmore Country Club and construct an underground parking garage and tennis courts at the Biltmore tower. Lebrun explained that the unemployment figure, the tax base and the general income of a community in relation to the city's needs were put into a computer, which produced the resulting allocation of funds.

Gables firm will design post office
A Coral Gables architectural firm has been chosen to design the new Flagler Postal Station in downtown Miami, announced Postmaster E.H. Daws. The firm of Severud, Knight, Boerema and Bluff, located at 121 Majorca Ave., will be the project architect for the new 26,360 square-foot postal station. Estimated completion date is mid-March 1977.
