Vote 'No' on Reapportionment, Says Chamber
The Coral Gables Chamber of Commerce Board of Directors has recommended defeat of the plan to reapportion the Florida legislature. This week, the some 550 Chamber members received a mailing telling why the Chamber voted against the reapportionment solution. The solution has been approved by the Federal Courts and is the work of the state legislature. The Board disagreed with its own Governmental Affairs Committee which recommended, 5 to 2, that the Chamber support the plan. With 13 of the Chamber's 19 directors present, the Board voted 12 to 1 against the present reapportionment idea. Only Frank Kerdyk voted for it. The dinner meeting was held Thursday of last week at Coral Gables Country Club. Here is the Chamber's argument against reapportionment as presently recommended: "1. DADE'S influence and the influence of every other populous county in the state is weakened not strengthened in the Senate. "2. IF this proposal is defeated by the voters of Florida, the next proposal cannot help but be a better one as the Federal Court has retained jurisdiction so that 'further appropriate action' can be taken. "3. THE factor of population would be removed from the Constitution as a basis of apportioning the Senate. "4. IT would take an even smaller percentage of the population to elect a majority of the Senate than at present ... and Florida is already one of the most unrepresentative states in the United States. "5. THE five most populous counties would elect a smaller percentage of the membership of the Senate. "6. THE votes of the Senators in the five largest counties representing 2,497,000 people can be offset by the votes of the Senators in the five smallest districts representing 86,000. "7. THE votes of the Representatives of the top 5 counties representing 2,497,000 people can be offset by the votes of the Representatives of the 44 smallest counties representing 626,462 people. "8. POPULATION is not really the basis of representation in either house. "Senatorial districts vary in size from Dade's 935,047 to the district containing Franklin, Liberty and Wakulla Counties with 14,971 residents. "In the House, each of Dade's 15 representatives will represent 62,336 people but the representative from Gilchrist County will speak for only 2,868 people (about tht same number as live in Biscayne Park). "9. A PLAN of representation whereby less than 13% of the state's population elect a majority of the Senate and only 27.4% of the population elects a majority of the House is not a fair basis of representation."
