We Take Stock in Crisis, Find Civil Defense on Paper

The realities of civil defense came home to roost at the grass roots level in Coral Gables last week. "When you come right down to it," said Personnel Director Robert Harrison, "there just isn't anything." Harrison also has the job of piecing together the City's CD program. The public shelters are yet to be arranged for, although a confidential list has been made available to City officials. Few buildings were reported suitable and only a small percentage of residents could be accommodated, Harrison said. Private shelters are virtually non-existent, he added. Meanwhile, Mayor Robert L. Searle, who is the district coordinator for a vast area including Coral Gables, South Miami, West Miami and a portion of Miami, said he would seek the help of a retired high ranking military officer to help lead the voluntary CD forces planned to be organized in the city. Searle's area is bounded by Tamiami Trail, the western shore of Key Biscayne, Coral Reef Drive (SW 152nd Street) and the western limits of Dade County. The County meanwhile, made available cases of boxes of written materials on Civilian Defense. They are at City Hall, and the Fire and Police stations. The County just this week started to label shelters on property owned by the County, but the job of arranging for private buildings remains to be done. Food, water, medical supplies and equipment for the shelters which the Federal government is to provide has not arrived. The Gables is following emergency procedures set up during hurricanes.
