SM drivers take training course; city hopes insurance will drop
By EDWIN KNIGHT Staff writer In an effort to lower liability insurance rates and make operators of City of South Miami vehicles better drivers, all vehicle operators are going to take a driver training course in May. According to City Manager Jack Present, the 10-hour program will be taught by Florida Highway Patrol Sgt. S. M. Schwartz from 7 to 10 p.m. May 10 and 11 and from 7 to 9 p.m. May 13. The city manager estimated that between 30 and 40 city employes will take the course. Operators of city vehicles on a full or parttime basis must attend the classes, but others are volunteering to attend as well. "Even I have to take the course," the city manager pointed out, "because I drive a city vehicle myself." City auto insurance rates skyrocketed during this fiscal year, with one factor being the less-than-spotless driving records of some city employes. "After reviewing the driving records of employes while driving city vehicles," the city manager explained, "it was apparent that many had accumulated more points than they should have." During the last six months, however, the city manager added that the city has been free of incidents which would affect the insurance rates. "We hope the efforts we are showing to decrease accidents will tend to lower the insurance rate next year," Present said. The after-hours training course will be held in city council chambers. "If it proves successful, we plan this as an annual event," the city manager added. Auto inspections Metro and those municipalities still operating auto inspection stations are expected to reach an agreement by May 1 which will insure the cities of a more equitable distribution of monies collected at municipal auto inspection stations. Representatives of eight cities, including Coral Gables, South Miami and West Miami, met in the office of Coral Gables City Manager Martin Gainer April 21, to go over final wording of a plan presented and approved by the county manager's office. The contract was drafted by the cities last month and presented to County Manager Ray Goode. It provides for the county to underwrite any losses incurred by the cities retroactive to Oct. 1, 1975. In addition, with the beginning of the new fiscal year this coming October, municipalities can keep monies collected at their inspection stations. But profits above the operation of the individual inspection sites must go into a special fund for upkeep of the stations. "The county manager's office approved of the contract as we presented it," explained South Miami City Manager Jack Present. "There will be a couple of minor points to be worked out, but the basic provisions of the arrangement have been agreed upon." The contract next will go to the separate city councils and commissions, in addition to the Metro commission for approval. Presently the county takes half of the auto inspection fee from the cities, which is causing several municipalities including West Miami and Coral Gables to operate their inspection stations at a loss. Some cities had threatened to close their stations if Metro didn't agree to a more equitable distribution of funds collected from auto inspections.
