SM hopes to avoid cutting employes to balance budget

By EDWIN KNIGHT Staff Writer City of South Miami council members are likely to learn at the May 4 council meeting the latest condition of the city's revised budget and whether any city employes may have to be let go for lack of funds. "We're still walking a tightrope," said City Manager Jack Present this week regarding the budget. The city manager also explained that for the first time in the city's history, bills are being paid as they come in or, if funds are not available in a budget fund, an item is not purchased. "We still have $12,747 in outstanding sanitation fees unpaid over the last four years," Present brought out, "and if they are not paid, we'll begin foreclosure proceedings." Present and Finance Director Charles Stamm explained to the council in February that the city is faced with a drastic reduction in funds available to support the budget and substantial increases in expenditures in certain areas beyond the direct control of the city's administration and the council. "There is a $151,023 shortage of revenue, with the bulk of this shortage coming from a reduction in the fund balance brought forward from last year's budget," Stamm explained. In a major budget adjustment in February, the administration cut $77,264 in expenses, which left a remaining shortage of $73,760. Cuts were made in the purchase of five police cars, $47,589, and the city delayed the repaving of some city streets, $27,000. In a further effort to increase the income side of the city's ledger and reduce spending, the administration resorted to operating the city's auto inspection site for longer hours, encouraging days off without pay and longer vacations for city employes, reducing the use of office machines, telephones, the mail and supplies and using federal revenue sharing funds wherever possible. As a last resort and one the administration hopes it will not have to put into effect, the city may have to drop some employes. "...the first week in May in my estimation is the deadline for making the hard decision of dropping personnel from the payroll," the finance director added.
