Gables may fund community schools

Hart's initial request was based on $4,000 each for Gables High, Ponce, Merrick and Carver. Expressing a wish "to take the programs to the people," he had planned on recreation within school facilities but staffed with city recreation employes. "All of a sudden Hart is saying things that sound like community school philosophy," one community school director stated. "It was so intelligent I couldn't believe it. I never heard him say anything about bringing the programs to the residents before. Something has hit him somewhere." The school director explained, "With the $15,000 we could have a joint recreational program. The city's money buys community school directors and the use of the facilities. It doesn't pay programs; it just keeps the person there. "After that," the director said, "we're on our own." :He explained that the city will then have programs established by the community school personnel without having to pay anything additional for using the gyms, classrooms, outside fields, electricity, equipment and secretarial staff at the schools. The director also expressed doubt about Hart's original plan to staff school facilities with city personnel during the summer. "I doubt if the School Board would let them do that with non-school personnel. Think of the astronomical liability. "The School Board won't even fund the schools without city help," he stated. "The only thing they are funding next year anyway is the county supervisor for community schools and the individual school directors. They've already cut all the area supervisors." The director credited Youth Center head Jeannette Hunt with "really seeing the worth of using the schools as an expansion of the recreational program." Ms. Hunt has said in the past that although some duplicated programs should be eliminated, the Youth Center could not handle all of its own traffic plus all the people now using the three community schools. One commission objection to community schools during last fall's budget squabble was a feeling that non-Gables residents were getting more use from the schools than Gableites. "In our three programs, we have close to 3,500 or 4,000 Gables people. Our registration statistics prove it," the school director said. "In a city of 42,000, the Youth Center cannot serve all needs. Some duplication is not only necessary but essential."
