City vs. workers The City of South Miami in hearing Thursday, at 9 a.m. t the State Office Building May 6, must defend charges .f conducting unfair labor practices in its dealings with a union representing some 40 city sanitation department workers. Although the city and the union, the American Federation of State, County and Municipal Employes, negotiated for about a year for a contract agreeable to both parties, the city never signed the contract due to some contract provisions objectionable to the council. "An agreement was ached on most of the con- tract items," explained City Manager Jack Present, "but a contract never was signed." In addition, the unfair labor practice citation includes charges that the city donated turkeys to 150 employes at Christmas at a cost of $900 after it had told the union that the city didn't have funds enough for the percentage of raise that the union was seeking. At one point during negotiations, an impasse went to a master who served as arbitrator between the two parties. Some of the master's recommendations were acceptable to the city, but not all of them. Other provisions of the contract previously had been negotiated between the union and the city manager. The council also turned down some of these.
