SM again seeking city clerk

The City of South Miami council has decided to readvertise for a city clerk after the person they had chosen as the new city clerk decided against taking the job. At the same time, the council has received background resumes of those persons whose applications were considered for the position when it was originally open several months ago. The city's lawmakers decided to go through the whole process again when the person whose credentials won her the council's support abruptly declined the job. Chosen to be new city clerk was Rose Mary Phillips, who served as city clerk and secretary to the mayor during 10 years of employment with the city of New Rochelle, N.Y. Mrs. Phillips was to have become the city clerk on May 3. But the council at its May 4 meeting had to rescind a resolution naming her as the city clerk. The council also had to rescind a resolution removing Mrs. Sarah Cadenhead from her duties as the acting city clerk and naming her the deputy city clerk. In addition, the council, due to the workload in the city clerk's office, passed legislation authorizing up to 40 hours of additional help for Mrs. Cadenhead in her temporary position of acting city clerk. The council's search for a new city clerk began when Mrs. Carmen Wayne Ray resigned in December over differences with Mayor Jack Block. Since then, the council has received scores of applications for the job after advertising in various local publications and journals. There was no reason given for Mrs. Phillips having a change of heart on coming to work for the city.
