It's Like Opening a Pandora's Box
By MAURICE LABELLE Times Staffer When you dig a hole you can never be sure what you'll find. This is what engineers are discovering as they excavate one of the largest holes ever dug in Coral Gables along LeJeune Road. That hole will eventually extend from Coral Gables Waterway to Tamiami Trail, is 18-feet deep and 10-feet wide in some places and will eventually drain off water from LeJeune Road when completed. And it will mean many delays for motorists in weeks to come. The project is eight months away from completion, according to Superintendent Frank Palmer, for Troup Brothers Inc., prime contractor on the $740,000 project. "We've been delayed two weeks waiting for pipe," Palmer said. The delay occurred when it was found unfeasible to use heavy concrete ditch covers on the section of LeJeune north of City National Bank. "We'll have to use pipe because the ground is too soft to hold the heavy covers," Palmer said. Engineers who preceded the work evidently did not go deep enough in sampling the area. When cave-ins resulted, the switch to pipe was imperative. Workmen are now busy installing a 5 1/2-foot wide pipe to take the place of the covered ditch, Palmer said. But it had to be manufactured. The pipe will gradually taper off to three feet, where it will link up with the drainage system at Tamiami Trail. But workmen are finding pipes and conduits uncharted on any maps. This is slowing up the work, and the worse is yet to come. Miracle Mile was breached over the week end and will be narrowed down to half size for at least two weeks while the pipe is layed under two existing east-west sanitary sewer lines. "The problem," said Palmer, "is digging out from under the pipes." Ground water comes up to within eight feet of the road surface, further complicating the matter. If the going has been rough, it's going to get rougher, Ernest Meuser, superintendent for Consumers Water Co., predicted. "There's a lot of boom time pipe we have no record on," Meuser said. This means diligent digging for the shovel operators, who must scoop up just so much dirt and no more for fear of cutting somebody's water off. "So far," Meuser said, "no one has been cut off, but some have experienced lower water pressure." Most of Consumers' water pipes spanning the big ditch are being replaced as work progresses. The Alhambra Circle intersection will also be a tough one on the LeJeune Road builders. There lie sewer lines, an overseas telephone cable and who knows what, Meuser said. Hundreds of trees, telephone and power poles and lines have already been moved, sidewalks have been cut and landmarks at Miracle Mile and Alhambra will lose their familiar appearance as work progresses. When completed, in December if on schedule, a modern four-lane highway will link busy South Dixie Highway with Tamiami Trail. And Coral Gables will never be the same. Alley Fight May Result If 'Owners' Claim Land
A group of property owners along Ponce de Leon Boulevard between Le Jeune Road and Avenue Greco may be due some tax refunds. City Attorney Ted Semple told the City Commission Tuesday that the alley behind Deel and University Motors, and several other pieces of property belong to the city. The property had been placed on the tax rolls several years ago by the city, but had never been vacated or sold by the city, Semple said. Semple was instructed by the City Commission to assert the city's claim to the land and refund the tax money to the owners.
