Rough day lies ahead for SM city manager

By EDWIN KNIGHT Staff Writer This Tuesday is not likely to be one of South Miami City Manager Jack Present's more peaceful days. In the morning there are department head meetings. There is a speaking engagement before the South Miami Chamber of Commerce at noon and at night . . . well, he's not likely to make any endearing friends among the city's taxpayers at this meeting. "I'm going to tell the Chamber of Comemerce what the city's financial situation is, and how we plan to solve some of these money problems," the tall gray-haired administrator explained. "I'm going to level with them, because I believe this is the best policy, and then I'm going to go into what I believe is the city's future." After arriving in South Miami to take over the city's reins in April, 1975, the city manager spent most of the curreut budget year in working with a near-disastrous appropriation - and barely enough revenue to get through the fiscal year. The city is going to make it through the budget year, however, with pocket left over. But the coming budget year is the one now concerning Jack Present. This Tuesday night, the city manager will hear the first reading of his new budget ordinance calling for much more in property taxes to run the city next year. He will advocate that sanitation fees jump from $42 to $60 for homeowners in the coming budget year and he'll ask the city's legislators for permission to put liens on property for which sanitation fees haven't been paid. "And if I make it out to the parking lot before some irate taxpayer lynches me, I'll be lucky," said the usually affable city manager. news from south miami

People willing to pay; want $$ spent wisely

By EDWIN KNIGHT Staff Writer City of West Miamians are willing to pay additional taxes to maintain the same city services, but they want their citY government to be prudent in the spending of their property taxes. This is one of the findings of an intensive survey taken by two military groups as a help to the CIty of West Miaui and particularly to Mayor Edmund Cooper, wnois compiling the city's new budget, set to go into effect Oct. 1. "The initial results of the survey show that a majority of West Miamians are content with present city services and want them continued," the mayor brought out. "But they don't want their city govrnment to spend any more than is necessary or to create new services." The mayor believes that a survey of this depth is a mandate by the city's residents to continue the same level of services.even if city property taxes must go up. "And taxes will go up this year," the mayor brought out,"because the cost of government is going up. We must raise taxes just to keep even with what we are doing now." The city's new budget will require some $100,000 in additionaI revenue. "But all of this won't have to come from property taxes," Cooper said. The mayor mentioned an adjusted pay plan and increased costs in workmen's compensation and other insurance as the main reasons for additional taxes. news from west miami
