Girlfriend, roommate testify

According to Assistant City Attorney Robert Zahner, all charges against Officer Rossey involved the 15-year-old female and the city would not be able to prove the accusations unless she testified. In Carastro's case, Zahner said it was different since other witnesses could testify to prove the charges. "I feel Carastro had a fair and impartial hearing," said Zahner. "They (the board) gave us time to introduce as many witnesses as we wanted and I feel the decision was fair." Through the informal proceedings in the Gables Commission Chambers, the Trial Board members listened to testimony from Carastro's girlfriend, and roommates and police officers. Carastro's roommate, Danny Rainbow, who works as a lifeguard at the Holiday Inn on S. Dixie Highway in the Gables, told the members of the Trial Board that the juvenile in question was his girlfriend, and not Carastro's. When asked if the young teenager was at their apartment on July 4, Rainbow said he could not remember because he was high on marijuana. He added, however, that Carastro does not use drugs and was not under the influence that day. Rainbow also testified that on July 13, the day in which Carastro was found guilty of encouraging the minor to drink alcohol, the minor female was already sitting at the bar intoxicated when he arrived at the lounge.
